The purpose of this study was to design a model for evaluating the performance of human resources in the Ministry of Sports and Youth. In this study, the Grounded theory method of the Systematic Approach Foundation, supported by Strauss and Corbin, was used. The statistical population of the study included sports experts and human resources inside and outside the organization. Targeted sampling method and snowball sampling technique were used for sampling for interviews. In this technique, an initial group was selected for interview and then the next groups were introduced for interview by the same group and sampling continued until the research reached theoretical saturation and adequacy (after 14 theoretical saturation interviews) . In this study, a semi-structured interview was used to collect data in the qualitative section. Finally, three overlapping processes of open coding, axial coding and theoretical coding were used to analyze the data. Based on the findings of this study, 85 open source and 21 code-based were counted which were classified into causal, contextual, intervening, strategic and consequences. Based on the research findings, in case of evaluating the performance of human resources in the Ministry of Sports and Youth, improving the administrative functions and implementation of this ministry, developing its performance and finally satisfying its clients will take place.
