The success of any sports organization requires strategic planning and providing the right strategies. The study is to analyze strengths, weaknesses, opportunities and threatens, determining the strategic position and formulating the strategiesfor Development of Tehran Province Volleyball Board.
The population consisted of the board of directors, the entire staff of the volleyball board, the heads of the committees and boards of the subsidiary cities, the coaches and experts, the members of the Strategic Council and elite sports and volleyball management in Tehran province that all of them (50 persons) have been selected as samples. A combination of qualitative and quantitative methods was used in this research. In order to collect information in a field, in addition to holding meetings and interviewing members of the Strategic Council, the Swot Identification Questionnaire, open source questionnaire, strategic positioning form, and strategy form were used.
The face and content validity of the questionnaire was confirmed by 17 professors in sport management and members of the Strategic Council and its reliability was higher than 0/8. To analyze the data, descriptive statistics, one-sample t-test and Friedman test, internal and external factors evaluation matrix and strategic positioning matrix were used.
The findings showed that the volleyball board of Tehran province has 12 strength points, 12 weaknesses, 13 points of opportunity and 14 threat points. The presence of coaches and referees at the national and international levels as the most important strength, lack of financial resources and affiliation with the federation as the most important weaknesses, the high statistical community in the province as the most important opportunity and lack of supportive laws and weaknesses in attracting sponsors as the most important threats were known. According to the results of internal matrix (2/71) and external matrix (2/31), strategic position of volleyball board of Tehran province is located in competitive region (ST). Therefore, it is recommended to use its strengths, including the presence of coaches, referees and first level instructors, coaching classes and abundance of volunteers to maximize their use to overcome existing threats. An operational plan has been developed focusing on attracting sponsors, supplying equipment, the requirements of subsidiary boards and the production and distribution of volleyball training programs are among the most important strategies.

Then data from the 20 interviews analyzed and coded in three stages by method grounded theory. The second phase was quantitative and is done through structural equation modeling. Since the statistical society was non countable and varied, 222 people were chosen through purposeful sampling, judgment method and mastering research. The researcher- made questionnaire from the stage of qualitative research was set as a research tool. Validity of the questionnaire was confirmed by15 experts and it distributed for 50 people and its reliability obtained 0.924 by Cornbrash’s alpha. To measuring the construction validity and survey factor structure data, the analysis exploratory and confirmatory factor is used. Comparing of variables showed that the impact of three components (decision-making, supervision and organization) is significant on the privatization of the Iran’s sports but planning component was not so. Organization component with regression coefficient 0.148 had the highest impact and, components supervision 0.092, decision-making 0.075, and planning 0.012 are located in the next ranks. The aim of this study was to designing private sector participation barriers model in Iranian football clubs that is done using exploratory–descriptive method. professional football clubsُ managers at , football federation top managers and sport management and other sport experts familiar with football clubs were selected as research sample (N= 150). Questionnaire (Validity was confirmed, Reliability (0/87) was used for Data gathering. Descriptive statis, Exploratory and Confirmatory Factor Analysis were applied for data analysis. Excell, Amos and Spss were used.
The most important barrier is economic (0/79),after that legal(0/63) and structural (0/4)at last. Managerial barriers were not confirmed in final model.
Economic barriers have to a large extent prevented achieving privatization objective of football clubs. So, we suggested that government, sport managers provide Commercial making actions to increase football clubs income sources. Also legal and structural changes are necessary before privatization. Otherwise, as in the past years the privatization of football clubs would be a dream.
