The present study was conducted with the aim of organizing the organizational pathology of the rules of the establishment of sports spaces (Article Five Commission of the Ministry of Sports and Youth). The method of this research was qualitative research with grounded theory approach. Theoretical saturation was achieved after 15 deep and semi-structured interviews managers of sport and youth departments and clubs and university professors. Categories were identified after completing the process of coding and data abstraction. Purposive and snowball sampling was done until theoretical saturation. To evaluate the face and content validity, findings were presented to interviewers and after studying theory, their ideas were applied. The method used to evaluate the reliability was the retest reliability method. The average level of internal agreement was reported to be 0.80.Data analysis in three steps: open, axial and selective coding was achieved by using MAXQDA software. The results of this study showed that the causal conditions: external factors (economic, socio-cultural and political), internal factors (human, marketing, strategic, technology, financial management), contextual condition (understanding organizational goals, organizational structure, communication organizational, organizational leadership, rewarding system, useful mechanisms and attitude towards change), intermediary factors (environmental, organizational and managerial), strategies (production, marketing, economic, political, legal and knowledge), and outcomes (economic, service, social, marketing, financial, human, brand and brand). As a result, managers can improve the process of establishing sports venues in the country, due to the refinement and improvement of some processes and conditions and play a significant role in the employment of sports applicants.

The study is to codify the effective strategies and consequences of sport for all sponsorship in Iran. Regarding the exploratory nature of the subject, qualitative research method was used. Theoretical saturation was achieved after 21 deep and semi-structured interviews with experts and managers of sport for all and sponsorship fields. Categories were identified after completing the process of coding and data abstraction. Purposive and snowball sampling was done until theoretical saturation. The data analysis was done in three steps: open, axial and selective coding by using MAXQDA software.
The open coding results indicated that 45 codes could affect the financial support of Iran's public sport. Then, in axial coding, the codes classified in 6 concepts contains development of attracting sponsors, infrastructure to attract sponsors, improving rules for sponsors, benefit from Expert Persons, interacting with the media and granting funds to sponsors. Two concepts classified for consequences contain the benefits of financial support for federation and benefits of financial support for sponsoring companies. According to the results, effective steps can be taken using the proposed strategies for the development of Sport for all.

The study is to analyze the arenas of Iran National Sports Charter thematically. This research project was exploratory and qualitative nature. The data were collected using a national and top-level macro study, a comparative study of selected countries' sport charters, and in-depth interviews with sport experts and other experts using thematic analysis and coding results. In-depth and unstructured interviews with 15 experts in sports and physical education including academics and physical education faculty, sport executives including (Ministry of Sport and Youth, Federations, Physical Education Departments, Clubs Athletes, National Olympic Committee and Department of Physical Education of other organs), national elite athletes and coaches were selected by purposeful sampling through snowball technique and continued until theoretical saturation. Several focus group sessions with a certain number of experts (seven) were performed. Based on thematic analysis, the data were coded and analyzed. In a thematic analysis, the data from the interviews with the experts were coded into the research topic. Then, in two stages, the initial concepts were developed. In the first phase, 49 concepts were extracted from the interviews with the experts. These concepts were coded in the second stage for greater coherence and for better analysis and interpretation in the form of 13 more abstract concepts. Next, 13 concepts produced in the secondary coding process were categorized into eight major categories or themes: spirituality, education, ethics, empowerment, health and mobility, justice, community and international relations. These major themes (abstracts) are at a higher level of abstraction than the preceding concepts. Given the importance of the eight elements in the Iran National Sports Charter, which combines the religious, social, scientific and cultural elements, it is suggested that these elements be considered as basic elements in major policy making and long-term programs in sport institutions.

The paper is to study the strategies and programs for development of sport for all in Iran. Research method in terms of the purpose was practical and in view of the nature of the research data was exploratory mixed design. For qualitative section, 16 executives and experts of sport for all were considered as statistical population and based on the targeted sampling were collected. Data were gathered through interviews and coded and analyzed by Streubert and Carpenter’s method (2011).The statistical populations in the quantitative section were the sport for all federation managers, the heads of the federation committees, the heads of federation-sponsored associations and the heads of the sport for all departments of the provinces (200 people). Samples were selected randomly. The researcher-made questionnaire was a tool for collecting research data at this stage. The items of this questionnaire were extracted from the systematic interviews with the managers and executives of sport for all. The face and content validity of the questionnaire was approved by the professors, structural validity was confirmed by exploratory factor analysis and its reliability was calculated by Cronbach's alpha (α = 0.83).Data analysis in this section was done by SPSS software with Wilcoxon Test. In qualitative section the results showed that the strategies and programs for the development of sport for all in Iran including organizational strategies, create culture, economic solutions and based on research. According to the results in the quantitative section there was significant difference between the current and desired status in methods of providing solutions and strategies programs for the development of sport for all in Iran.
