The importance and position of qualified human resources in organizational development has made clear the need of addressing the issue of surrogacy. Therefore, the study is to design a surrogacy model in the Ministry of Sport and Youth with a competency-based approach. The purpose of this study is practical and it was done through the mixed method. The statistical population in the qualitative section was consisted of senior managers of human resources of the Ministry of Sport and Youth and the experts in this field (n = 15) who were selected by purposeful snowball method. In the quantitative section, the statistical population included all ministry staff (N = 876) and the sample (n = 331) was selected randomly using Morgan table. In this section, while using a researcher-made surrogacy questionnaire, Griffin's (1994) competency questionnaire was used. The results of qualitative research indicated the identification of 27 items in 4 components of independence, empowerment, context and talent management and in the quantitative part, the results of the research presented the alternative structural equation modeling. It seems the Ministry of Youth and Sports to be able to cultivate suitable successors for the future of its organization using the above model.

The purpose of this study was the evaluating the content analysis of the best seller newspapers in the Iran with emphasing on sports contexts. There is a perspective method that performed with content analysis and the data was collected in an attributive and a bookwork methods. The population of this research, were the 2012 archives of 10 best sellers newspapers in the country. A Multi-stage random was used for sampling. A coding form was used for collecting data, made by author in regard to coding technique. There used a Scott test to determine its reliability, that 91/6 reliability coefficient was gained. To determine nominal and content certainty, some coding forms were distributed among some content critics and experts and their reliability was supported by them. The data was analyzed by SPSS20 software, perspective indexes and Square non-parametric test. According to Chi-square results, there was a significant difference (P≤0/001 ) between development guidelines for four levels of sports in the country : gender, sport geographic areas, sport leagues, sport fields and incapables sports, it means there is a significant difference between development guidelines in the country show that these newspapers pay the most attention to professional, athletic, male sports, adults sports, soccer, soccer images, soccer premier leagues, national and international sports General newspapers should be aware of the important role of sports in the society, pay attention to all of its guidelines and distribute it in whole society. So it seems that in sports parts, the newspapers should have a general view for sports themes and the manner of presenting it and kindly release from stereotypes and use of all sports potentials and all manners for presenting themes.

For years, every body believed that champions led to promote athletes' personality, While personality isn't made automatically through sports, rather than athletes learn positive values just through instructions of coaches. Accordingly, current research performed with the aim of evaluating coaches' performances in promoting sports morality among national team athletes. This is a survey that its population are the invited players to the camp of national Football, handball, basketball, tae kwon do, wrestle and judo. For sampling, a statistic method was used because the population were small. To collect the data, scholarship questionnaire with 33 items was used that it's validity and reliability were proved through ICC tests (86%) and CVI (90%).The results detected that there is a significant difference between the coaches of individual and team sports. Coaches of individual sports had a better performance than the coaches of team sports. Moreover, these coaches had a good performance for promoting loyal, athletic and fair behaviors as these good performances were significant in the field of loyal and athletic behaviors. They didn't have a good performance in the fields of committing to sports, social responsibilities and denying the winning tendency. According to the results, coaches should try to learn this idea to their athletes that they don't involve in sports just for winning, and they should try more for promoting aspects like committing to sports and social responsibilities.

Quiet revolution, a phenomenon that refers to the rate of growth of the elderly population in the world and some of countries whit strong social and demographic challenges facing. Thus according the overall to this section needs of the third millennium. Based on this study the purpose participation in physical activity levels and barriers have been implemented. This study was a survey research method. For this purpose 310 elderly people whit an average age of (65±4.7) in parks, natural environments and public places were selected as sample and voluntarily participated in the study. The data collected from a questionnaire that was prepared in accordance with the objectives of the study were used. Face and content validity and reliability of the questionnaire whit five academic expert through a pilot study and calculation of cronbach,s alpha (α = 0.79) were reviewed and approved. To analyze data was used from a sample t test and independent t. The result shown not optimal elderly participation level in sports such that 43% of elderly people have more than one session per week to exercise. Also time physical activity, 62% of this age group is less than an hour a week. The study showed preventing factors elderly people in sports among the factors of the economic, social, family, structural have been effective whit rate elderly people participation inhibition in sports activities. It seems increasing age not along the main obstacle to exercise and physical activity as well as elderly people presence in sports places, rather such as factors lack of easy access, lack of financial independence and individual belief by far from barrier of people presence in physical activity.
