Due to the environmental challenges of sports and conflicts between organizational management and human resources in sports, civil disobedience behaviors, as a multidimensional challenge, require identification of influencing factors and provision of effective solutions. The aim of this study was to develop a conceptual model for managing human resources’ civil disobedience behaviors in Iranian sports. The research method was qualitative with a multiple grounded theory approach. In line with the methodology, concepts were extracted from two samples: scientific and executive experts (18 participants) and scientific texts (28 articles). Sampling was conducted based on theoretical saturation and purposive judgmental methods. Data collection tools included semi-structured interviews with experts and a conceptual extraction framework from texts. The validity and reliability of the research were confirmed by the coders’ agreement coefficient (0.69). Data analysis was performed using multiple-stage coding in the multiple grounded theory approach. Findings revealed that the conceptual framework consisted of 183 initial codes, 44 axial codes, 14 selective codes, and 6 main categories. Based on the coding framework and the nature of theoretical relationships in the multiple grounded theory approach, a conceptual model was designed and explained. The main categories and their selective codes included causal conditions (social pressures and organizational problems), core phenomenon (manifestations and types of civil disobedience), contextual factors (cultural, individual, and environmental characteristics), intervening factors (media, economic, and governance influences), strategies (structural and behavioral), and consequences (organizational, occupational, social, and environmental). The extracted framework emphasizes the necessity of shifting from reactive management to a proactive.

The study is to investigate the the effects of the new 2019 coronavirus outbreak (Covid-19) on the sport for all in Iran. It was a descriptive and a kind of field study. The statistical population included all non-professional male and female athletes in Iran before the outbreak of Covid-19 disease. For data collection, the standard questionnaire of the International Group of Covid-19 and Sport Researchers was used. The reliability of this questionnaire was determined by Cronbach's alpha method (R=0/87) and its validity was confirmed after reviewing by a number of experts in this field. The questionnaire was distributed by public sports committees electronically and online and 842 completed questionnaires were collected from all over the country in a stratified and cluster method and selected as a research sample. The data was analyzed using descriptive statistics such as mean, standard deviation, tables and graphs and inferential statistics such as Kendall rank test and Chi-square test.
The results showed that 88% of indoor places and 64/9% of open places were currently closed and 34/3% of people had lost their jobs due to the prevalence of Covid-19. The Corona test of 6/1% athletes were positive and 45% had not yet tested. Other results showed that there was a significant difference between the number of sessions and the intensity of training before the corona and during the corona, but there was no significant difference between the results of Covid-19 test and the degree of adherence to health laws and protocols. As a conclusion,it can be said that sports activities are strongly influenced and reduced by Covid-19.
