The aim of this study was to develop priority strategies of the Kohgiluyeh and Boyer-Ahmad Sports Sector with a combined approach to land use planning and QSPM matrix. The statistical population of the study was the experts of the Kohgiluyeh and Boyer-Ahmad Sports Sector. Using two methods of theoretical sampling and snowball, sampling was continued until theoretical saturation (205 people). The research tool was a researcher-made checklist in which respondents were asked to list the current state of sport, while using the GIS, the model was presented in a descriptive-analytical method and part of the information obtained in a soft environment. Arc - GIS software and strategic matrices including QSPM were analyzed. The findings showed that there is an unbalanced distribution of sports hardware and human infrastructure Kohgiluyeh and Boyer-Ahmad Sports Sector. The main goals of the document are to promote the attitude of beauty in policy-making and to promote convergence and inter-sectorial coordination in Kohgiluyeh and Boyer-Ahmad Sports Sector. Creating and deepening the cosmetic attitude to balance the cosmetic factors, the synergy of sports activities can be considered as the most important strategies of the Kohgiluyeh and Boyer-Ahmad Sports Sector. In general, it can be acknowledged that creating and deepening the attitudinal attitude to balance the cosmetic factors, the synergy of sports activities can be considered as the most important strategies of the Kohgiluyeh and Boyer-Ahmad Sports Sector.

The purpose of this study was to identify and analyze the factors affecting the development of rural and indigenous sports. The present study was conducted in terms of applied purpose, in terms of method, descriptive and a mixture of qualitative and quantitative. Sampling in the qualitative section was based on a specialized and purposeful panel and the number of samples was equal to 20 people. The statistical population in the quantitative section, including officials and employees of the Federation of Rural and Indigenous Sports, 115 heads, secretaries and vice-chairmen of the provincial rural and indigenous sports boards of the provinces, was equal to 115 people who were selected as a sample. The research tool was a researcher-made questionnaire including 39 factors affecting the development of rural and indigenous sports. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test. SPSS and AMOS software were used for exploratory and confirmatory factor analysis and AHP method was used for factor prioritization. The results showed that 39 factors were in the form of components of financial resources, executive factors, environmental factors, attitude and support, facilities and equipment, respectively. , Human resources, managerial factors, educational measures, motivational growth and socio-cultural are effective. Adequate funding for the implementation of sports programs and the holding of regular integrated competitions, national leagues and sports festivals will contribute to the development of rural sports and local indigenous games.

The purpose of this study was to design an Iranian futsal development model with ISM approach. The present study was applied in terms of purpose and descriptive in terms of method, which was performed as a mixture of qualitative and quantitative. Sampling in the qualitative section was based on a specialized and purposeful panel and was equal to 18 people. The statistical population in the quantitative part, including the managers of the Futsal Committee of the Football Federation and the clubs of the Premier League and the first division of Iranian futsal, was equal to 132 people, which due to the limited membership, the population was equal to the sample. The research tool was a researcher-made questionnaire and a form of structural self-interaction. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.90). ISM and MICMAC were used to model the factors. Findings showed that 30 factors in the areas of environment and equipment, human resources, financial, structural factors, career path, interactions, attitudes and support and executive processes affect the development of Iranian futsal. These factors were structured in five levels, with environmental and equipment factors, human, financial and economic resources at the lowest level of the model. It can be said that standardization and increase of futsal halls, development and productivity of futsal human resources and privatization of clubs will facilitate the development of futsal.

The purpose of this study was to develop a performance management model for the Swimming, Diving and Water Polo Federation using the ISM method. This research is applied in terms of purpose and is collected in the field and in a mixed way (qualitative and quantitative.The statistical population was 18 experts in the qualitative section and 80 in the quantitative section, the directors of the federation and the first level swimming, diving and water polo clubs, and the heads of the provincial delegations in these disciplines. Due to the limited number of members, the community became equal to the sample. The research tool was a researcher-made questionnaire. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.928). Interpretive structural modeling technique was used to design the research model. The results showed that the performance management of the Swimming, Diving and Water Polo Federation had 10 dimensions and 50 components and the dimensions were structured in six levels. Dimensions of technical and specialized development of human resources and development of revenue generation and absorption of financial resources in the sixth level and capabilities and capacities of the federation and goals and strategy were at the top of the model. It can be said that the technical and managerial empowerment of the federation and the stabilization of revenues, without relying on government resources, will facilitate the executive processes.

The purpose of the research is to design a model for the globalization of the zurkhaneh sport and pahlavani wrestling. In terms of the fundamental goal the current research’s approach is Inductive, and in terms of mixed research philosophy (qualitative-quantitative) is mixed design is exploratory. With the purposeful sampling method and with the snowball technique and semi-structured interviews, the opinions of 18 experts were collected until theoretical saturation was reached.Lincoln and Gaba (1985) evaluation criteria including validity, transferability, reliability and verifiability criteria were used in order to check the quality and accreditation of the qualitative results in the research. Then, with the systematic approach of Strauss and Corbin Foundation's data theory analysis method, three overlapping processes of coding were passed until the presentation of the model. Based on the coding results, relationships between the identified categories were formed in 6 formats and 16 core codes. The results of the research show that developing a comprehensive marketing plan, consulting with interested countries with economic power, holding grand prize cups, teaching international languages to the people involved (athletes, coaches, judges, etc.), paying attention to advertising and Film productions and making serials and holding regular leagues etc. have an effect on the globalization of zurkhaneh sport.

The purpose of this research was to present the model of inter-organizational coherence in the implementation of the policies of the National Olympic Committee. The research method was descriptive-survey and practical in terms of purpose. The research data was collected in the field and in a mixed (qualitative and quantitative) way. The statistical sample in the qualitative section was 18 Olympic sports experts who were purposefully selected based on their expertise, experience, theoretical mastery, willingness and accessibility. In the quantitative part, the statistical population included the officials and experts of the National Olympic Committee of Iran and the officials of 28 Olympic Federations equal to 502 people, of which 217 people were selected randomly as a sample based on the table of Karjesi and Morgan. The research tool was a researcher-made questionnaire, including 43 indicators of inter-organizational cohesion in the National Olympic Committee and a structured self-interaction form, the validity of the questionnaire was confirmed by 10 sports management professors and its reliability was confirmed by Cronbach's alpha test (α=0.89). In this research, interpretive structural modeling technique was used to level the components. Based on the findings, in the dimensions of organizational integration, inter-organizational relations, inter-organizational coordination and joint responsibility, 43 effective indicators on inter-organizational cohesion in the implementation of Olympic sports policies were identified in the form of 14 components, and the research model showed the structuring of the components in seven levels. will facilitate the achievement of inter-organizational coherence in the implementation of Olympic sports policies.

The purpose of this study was to map and streamline HR strategies in the Ministry of Sport and Youth with a balanced scorecard approach. The research method is descriptive and purposefully applied. The research data were collected in field and mixed method (quantitative and qualitative). The statistical population of the study in the quantitative section included 65 officials and experts of the Ministry of Sport and Youth Affairs and the provincial general managers of sport and youth equal to 65 persons and 12 experts in the qualitative section. Due to the limitations of members, the sample was considered equal to the population (integer). The research tool was a researcher-made questionnaire whose validity was confirmed by 10 university sports management professors and its reliability was confirmed by Cronbach's alpha test (α = 0.85). Logical induction method and Strategic Council meetings were used to analyze the data in the qualitative section and Cronbach's alpha and frequency percentage in the descriptive and quantitative sections. The findings showed that in the HRM system of the Ministry of Sport and Youth, there are 4 perspectives (productivity, stakeholders, internal processes and growth and learning), 26 strategic goals, 32 measures and 39 actions and initiatives. It can be concluded that given the alignment of strategies with strategic goals, measures and initiatives and HR initiatives and initiatives of the Ministry of Sport and Youth in different contexts, in addition to the strategic implementation, increase the capacity of the organization. And it's purposeful.

The research is to design a plan and strategic map of the Motorcycling Federation of the Islamic Republic of Iran with the ISM approach. The research method was descriptive and applied in terms of purpose. The data collection was done in the field and in a mixed manner (quantitative and qualitative). The statistical population in the qualitative part was 15 experts and in the quantitative part included the officials of the Automobile and Motorcycling Federation and the managers of the affiliated delegations in the provinces (150 people). The research tool was a researcher-made questionnaire and a form of structural self-interaction. Swot method was used to formulate the strategies of this federation and interpretive structural modeling technique was used to structure the strategies.
The findings showed that there were 13 strengths, 17 weaknesses, 13 opportunities and 16 threats in the Automobile and Motorcycling Federation and 17 strategies were proposed for the development of this federation. Also, based on the findings in the interpretive structural modeling section, the strategies were divided into five levels. Models (fourth and fifth levels) were analyzed.
It can be said that the focus of the officials on the central program and creating or strengthening the legal environment along with moving in the direction of knowledge-based sports, the realization of other designed strategies and the development of motorsport and motorcycling.

The study is to designing a model for the development of citizenship sport in metropolitan areas of Iran turough interpretive structural modeling approach. The method was descriptive and applied in terms of purpose. The data collection was done in the field and in a mixed qualitative and quantitative manner. The statistical population included 18 experts in the qualitative section and 70 in the quantitative section, including managers and experts of the public sports office of the Ministry of Sports and Youth, officials of the federation and the board of public sports, and directors of municipal physical education in Iranian metropolises. The data was collected by reviewing the documents and opinions of experts and by Delphi method- a researcher-made questionnaire containing 16 factors in the development of citizenship sports. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its results by Cronbach's alpha test (α = 0/86). Expert opinion, frequency percentage and interpretive structural modeling technique were used to structure the factors and design the model.The results showed that 16 effective factors identified on the development of citizenship sports were at 7 levels. Vision factors and macro management and comprehensive planning and management were placed at the underlying level of the model.In Conclusion, paying attention to citizenship sport should be in the macro directions of the government and the officials should take the necessary action to design and implement a comprehensive program for the development of citizenship sports.

The aim of this study was to design a model for promoting tax culture in Iranian athletes and professional coaches with an ISM approach. The research was performed by quantitative and qualitative mixed methods and in the framework of descriptive-survey research. The statistical population in the quantitative section was all athletes and coaches working in Iran's professional leagues, and 368 people were selected by stratified random sampling method based on Cochran's formula and 12 experts were in the qualitative section. The data collection tool was a researcher-made questionnaire that was validated by exploratory factor validation and validation of its validity and reliability. The ISM method was used to design the model. The results showed that 19 factors were effective in promoting the tax culture of Iranian coaches and professional athletes, and these factors were at six levels. The transparency factors in tax laws and the mechanized implementation of tax affairs at the infrastructural level and the factors for submitting tax returns and announcing the start of economic activity by taxpayers were at the first level of the model. It can be said that focusing on clarifying tax laws and modernizing the tax collection system, while influencing the creation of higher model and effective factors in tax collection, will lead to the development of tax culture and timely announcement of the start of activity and submission of tax returns and hidden It will reduce tax evasion.

The sport organizations due to wide range of their operations and frameworks at the community usually exposed to risks of corruption. In the present research, therefor, the effecting factors on administrative-financial corruption on sport organizations designed. The statistical population of the research is consisted of all sport and youth departments employees in Iran, which selected by cluster sampling method based on the Cochran formula. Data in this research obtained by distributed questionnaires that was analyzed with the structural equations and partial last squares method which analyzed by the Smart.P.L.S software. The results after the data processing show that organizational factors have a significant (29.9%) effect on administrative-financial corruption. While, the individual factors also have a significant effect, about 31%, too. Our results show that, among the organizational factors, the control and monitoring have greatest impact and the organizational transparency has least impact. Among the individual factors, the benefits has greatest impact and the social capital has least impact.
