Iran's National Paralympic Committee has taken steps to promote inclusive sports for people with disabilities in line with international standards, including transferring some disabled sports from the Disabled Sports Federation to National Federations since 2018. This research aims to explore the necessity and challenges of such transfers, with a focus on identifying structural, policy, and cultural barriers faced by the national federations.This study employed a qualitative research design, and involved thirteen participants who were selected through targeted and snowball sampling. The sample included experts in disabled sports, sports management, and sociology, as well as Paralympic athletes, managers of the National Paralympic Committee, and presidents and managers of federations. Semi-structured interviews were conducted face-to-face with each participant and inductive approach and theme analysis were used to analyze the qualitative data. MAXQDA software was instrumental in streamlining the processes of data extraction, classification, and management. The data were generally categorized into two parts: the needs and challenges of transferring disabled sports to National Federations as a mainstreaming policy. The transfer of sports disciplines to National Federations is necessary to promote sports participation, diversity, inclusiveness, and sustainable development. However, this process poses challenges such as structural issues, weak macro policies, bias, hiring practices, resistance to change, and lack of shared experience. These challenges affect athletes with disabilities, national federations, and the National Paralympic Committee. To address these challenges, it is recommended to update macro sports policies and revise regulations and statutes of the federation in the initial stage of the transfer process.

The study is to determine and explain the components of focal job competence of professional athletes. The study is an applied descriptive-survey. The research population was included aware people of the research subject, managers, professors, coaches and career counselors in the field of professional sports in the country. The sample estimate was determined in terms of sufficient number for analysis in Smart PLS software (35 people) and was sampled purposefully. To collect the data, a researcher-made questionnaire of focal job competence of professional athletes was used which consisted of 16 main components and 84 items after validation and reliability. Data analysis was performed using the third version of Smart PLS software.
The results showed 16 focal job competencies identified for athletes were lifestyle, case competencies, job attainment, job selection, health, environment, job retention, strategic, business, psychology, impact, International, software, leadership, political and sports management. All of these dimensions were significantly explained the structure of the professional competencies of professional athletes.
Based on the research results, it can be said that the focal job competencies of professional athletes have a wide variety of different competencies. Therefore, the career path of athletes is of a dynamic and complexity skill.

Given the importance of sport federations in promoting sport in Iran, in addition to performance evaluation, performance management has a great importance in improving federation’s efficiency, effectiveness and ultimately productivity. The present study tries to evaluate the performance of selected sport federations of Iran in 1392 using Data Envelopment Analysis method and then provide guidelines for performance optimization for each federation. By means of DEA models, 12 federations of 50 active federations in 1392, were determined as the sample of study with targeted sampling based on the results of assessments conducted by the Ministry of Sports and Youth, and were evaluated. Based on evaluation results, in 12 observed federations, only 5 federations (taekwondo, karate, mountaineering, chess and wrestling) were fully efficient- efficiency score equal one, and other federations were determined as inefficient federations- efficiency score less than one. The average efficiencies for observed federations were determined, in scale efficiency 0/724, in management efficiency 0/738 and in technical efficiency 0/589; therefore technical inefficiency and then, scale inefficiency could be considered as the major factors of inefficiency in federations. Other results of study provided a virtual model for each inefficient federation to achieve the desired level of efficiency, including introducing efficient federations as reference units, and determining surplus and optimal amount of each inputs so federations be guided to develop their future programs.
