AbstractThis research aimed to develop a paradigmatic model of public policy indicators in Iranian sports. A qualitative study employing Strauss and Corbin's (1997) grounded theory approach was conducted. Data were gathered via semi-structured interviews with 14 experts in academia, sports administration, planning, and law. Data validation used the alignment method, and analysis was performed with MaxQuda 2020. The research model encompasses: causal factors (macro policies, government structures, international pressures, societal needs, elites, and experts); contextual factors (culture, legal frameworks, infrastructure, economy, technology, and resources); intervening factors (institutional conflict, economic issues, managerial weaknesses, legal constraints, interest group pressure, and sociocultural aspects); strategies (integrated governance, public-private partnerships, education and research promotion, financial improvement, infrastructure development, transparency, and participatory approaches); and outcomes (improved public health, economic growth, social justice, sports development, governance enhancement, and sociocultural impact). The research results can help formulate policies based on an accurate understanding of the influencing factors, and the proposed paradigmatic model can be presented as a theoretical and practical framework for achieving sustainable development of sports.Keywords: policy making, sports, Iran.

The purpose of this study was to conduct a qualitative analysis of the legal and implementation challenges and proposed solutions for the privatization of sports facilities under Article 27. The qualitative research method was conducted with the approach of Brown and Clark (2006). The statistical population consisted of 15 experts, specialists, and experts from the Ministry of Sports and Youth and the General Directorate of Sports and Youth. The research tool was a semi-structured interview. Validation was conducted using the approach (Guba and Lincoln, 1989). The legal challenges of Article 27 of Sports included 6 main themes (process challenges, ownership challenges, legal challenges, social challenges, economic challenges, and organizational challenges) and 49 sub-themes. The implementation challenges of Article 27 of Sports included 6 main themes (management challenges, regulatory challenges, public challenges, financial and economic challenges, technological and digital challenges, and environmental challenges) and 43 sub-themes. The solutions to address the challenges of Article 27 of the Sport Law included 4 main themes (financial and economic solutions, regulatory and administrative solutions, legal and contractual solutions, and solutions to address implementation challenges) and 42 sub-themes. Based on the findings, the implementation of Article 27 of the Sport Law faces numerous legal and implementation challenges. The proposed operational solutions include: accurate assessment of asset value, establishment of independent regulatory bodies, regulation of supportive laws, use of digital technologies, and design of short- and long-term operational plans.

This research aims to be open-minded with a strategic approach to improve public policy in sports and is a descriptive and exploratory research method. The participants are experts in sports management. The sampling method was purposive, with 13 experts selected. The tool used was three rounds of questionnaires among experts. In this research, the structural analysis approach and Micmac software were used to analyze the interaction effects of variables for improving public policy in sports. Also, the interaction balance analysis approach developed by the developers was used to select and select the selected scenarios. It should be noted that the ScenarioWizard computing software was used to facilitate the use of this method. The results showed that the present study showed that five variables: creating organizational ideology, creating courage in sports managers, strategic recognition, meritocracy system, and strengthening the mechanism of the law attachment are all most influential. It is hoped that the results of this study will contribute to the improvement of scientific evidence regarding the improvement of public policy-making in sports in sports organizations and will serve as a starting point for comprehensive research in the field of sports in order for sports organizations to benefit from the improvement of public policy-making in sports.

The main goal of this research was to develop financial management in sports organizations using artificial intelligence language models. The methodology of this research was qualitative. Data was collected through interviews with language models ChatGPT, Command-R, Claude, Google Gemini, Mistral, and LLaMA, and initial coding was done using AI TalkBot. Then, to validate the codes, researchers re-encoded the extracted codes and then analyzed them using a Charmaz constructivist approach. The validity and reliability of the research were confirmed using triangulation method, re-coding by a financial expert in sports, and Cohens Kappa coefficient. As a result, 240 initial codes were identified, which were reduced to 28 focused codes in later stages, and finally to 10 core codes. The findings include financial health and accountability, improvement in disclosure in financial reports, operational budget planning, financial data analysis based on commitment, financial risk management, cash flow management, cost management and process improvement, human capital, investment and financial supporters, and the use of advanced financial technologies on blockchain platform. These axes are interconnected and each axis helps strengthen other axes. The proposed model contributes to improving transparency, accuracy in budget planning, and financial risk management in sports organizations, and implementing this model can lead to long-term financial sustainability and growth of sports organizations.
