The aim of the research was to identify and prioritize the components of proactive management in the Ministry of Sports and Youth. This research is applied in terms of purpose and the data were collected in the field and in a mixed manner (qualitative and quantitative). The statistical population in the qualitative part of the experts and in the quantitative part, including the directors of the Ministry of Sports and Youth and the general managers and deputies of the General Directorate of Sports and Youth of the provinces, was equal to 158 people. Due to the limited number of members, the statistical population was equal to the sample. The research tool in the first part was a researcher-made questionnaire containing 39 indicators of proactive management. The validity of the questionnaire was confirmed by 10 professors of sports management and its reliability was confirmed by Cronbach's alpha test (α = 0.92). Data were analyzed by exploratory and confirmatory factor analysis and factor prioritization by AHP method using SPSS and AMOS software. Findings showed that the components of job development, socialization, career path, readiness for change, competitiveness, proactive personality, knowledge, skills and ability and internal motivation of the development of proactive management of the Ministry of Sports and Youth are effective, respectively. It can be said that empowerment, talent management and succession courses in the framework of the roadmap and career advancement management will help the proactive management of this ministry.

The purpose of this study was to develop a performance management model for the Swimming, Diving and Water Polo Federation using the ISM method. This research is applied in terms of purpose and is collected in the field and in a mixed way (qualitative and quantitative.The statistical population was 18 experts in the qualitative section and 80 in the quantitative section, the directors of the federation and the first level swimming, diving and water polo clubs, and the heads of the provincial delegations in these disciplines. Due to the limited number of members, the community became equal to the sample. The research tool was a researcher-made questionnaire. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.928). Interpretive structural modeling technique was used to design the research model. The results showed that the performance management of the Swimming, Diving and Water Polo Federation had 10 dimensions and 50 components and the dimensions were structured in six levels. Dimensions of technical and specialized development of human resources and development of revenue generation and absorption of financial resources in the sixth level and capabilities and capacities of the federation and goals and strategy were at the top of the model. It can be said that the technical and managerial empowerment of the federation and the stabilization of revenues, without relying on government resources, will facilitate the executive processes.

The purpose of this research was to present the model of inter-organizational coherence in the implementation of the policies of the National Olympic Committee. The research method was descriptive-survey and practical in terms of purpose. The research data was collected in the field and in a mixed (qualitative and quantitative) way. The statistical sample in the qualitative section was 18 Olympic sports experts who were purposefully selected based on their expertise, experience, theoretical mastery, willingness and accessibility. In the quantitative part, the statistical population included the officials and experts of the National Olympic Committee of Iran and the officials of 28 Olympic Federations equal to 502 people, of which 217 people were selected randomly as a sample based on the table of Karjesi and Morgan. The research tool was a researcher-made questionnaire, including 43 indicators of inter-organizational cohesion in the National Olympic Committee and a structured self-interaction form, the validity of the questionnaire was confirmed by 10 sports management professors and its reliability was confirmed by Cronbach's alpha test (α=0.89). In this research, interpretive structural modeling technique was used to level the components. Based on the findings, in the dimensions of organizational integration, inter-organizational relations, inter-organizational coordination and joint responsibility, 43 effective indicators on inter-organizational cohesion in the implementation of Olympic sports policies were identified in the form of 14 components, and the research model showed the structuring of the components in seven levels. will facilitate the achievement of inter-organizational coherence in the implementation of Olympic sports policies.
