The study is to evaluate the factors affecting organizational innovation in the Ministry of Sports and Youth in the current situation and desirable situation. The research is of applied-development one in the descriptive category of researches. The statistical community consists of 58 senior managers (managers of the Ministry of Sports and Youth, their deputies and provincial administrators of the Sports Youth Department) all of whom were selected as the whole sample. 50 people responded to the questionnaire and a sample of 50 people was considered. The research tool was Abbas Khamseh’s questionnaire (1392) about the innovation evaluation, which in total had a reliability coefficient of 0/99% with Cronbach’s alpha and its validity was confirmed by the judgment of 6 professors. The status of each of the factors was investigated by the use of dependent test. The result of the significant difference between the effective factors (organizational structure, organizational innovation management, organizational strategy and goals, education, organizational culture, employees, teamwork, rules, stakeholders, organizational capability and innovation system) on organizational innovation, based on the existing and desired status between senior managers of the Ministry of Sports and Youth shows a significant level of P=0/0001. Among the evaluated components, organizational culture and teamwork are in a lower position than other components.

The study is to develop the corruption patterns in Football Industry with qualified method and by using theorizing pattern of data in this study. The data were collected by using the document and interview. With conducting 18 deep and semi-structured interviews with experts in football, theoretical saturation was obtained and the main issues were extracted after completing the coding process. With completing the findings, the underlying model was designed based on systematic model of Strauss and Corbin (1998). According to the findings, the moral release central issue, irresponsibility of the managers, lack of legal and regulatory environment and the lack of multi-sectarian engagement were identified and the main issues were classified based on the systematic model. Therefore, on this basis, the weak of managing principles of football managers was the main factor of corruption. Legal weak, financial incentives, media ineffectiveness and the lack of behavioral criterion such as underlying model; also overlapping functions, failure in anti-corruption and lack of interagency coordination such as interferer factors were obvious. Culturing, strengthening the legal and regulatory environment, controlling and monitoring and using collective wisdom in decisions were such procedures of this study that can help improving and cleaning the football environment and consequently developing the football industry.
