Regarding the young population of the country, measuring the attitudes and developments of young people in the reference groups is a matter of serious concern to policymakers and decision-makers in the system. In order to study the changes and developments, using national surveys conducted during the years 1386 to 1395 in this research, the items that could have influenced the study of this concept were extracted. Then, the trend of youth changes during this time interval is set through matching the measures. The concept of reference groups was categorized in a variety of categories, and the terms representing each of these categories were extracted, and the process of youth change was drawn in this direction. The research methodology is a secondary analysis that compares the results of the national researches, which holds the same statistical population of the same sampling method with similar ones. The results of the research showed that the young generation does not define itself in the framework of the norms of the past, and their values and attitudes have changed in some areas; however, the family has a fundamental role for young people, and the influential people in Young people's modeling is mainly within the family, especially the parents.

The family structure and its values are among the concepts arising from the modernization and culture of social man. Today, people interactions have became an important aspect of social activities and its impacts on the individuals’ social life are increasing. The universal form of people interactions set as “Social Networking Service”. So, this study is to investigate the TELEGRAM social network impacts on the family values among young people in Tehran. In order to access this object, independent variables consisting of social network, adherence to religious beliefs and socio-economic status are chosen from the variety of factors and variables affecting on the family values. The theoretical aspect of the study is based on the theories of Habermas and Rokaije. The methodology of this research is a survey by a data gathering tool, questionnaire with the reliability and credibility. In this research, the statistical population is 18-29-year-old youth in 22 districts of Tehran. The sample size is 390 obtained by using multi-stage cluster sampling method and Cochran formula .The main method of the data analyzing is Regression and Path Analysis. The results indicate that the total average of the family values in this case study is 3/77; Comparing this amount with the maximum and minimum score which are respectively 5 and 1 shows that family values among young people is almost moderate upward.
Also, based on these results there is a significant relationship between the family values and variables consisting of the social network, the adherence to religious beliefs, socio-economic status and gender. But, there is no relationship between the family values and variables including age, marital status, and education. Among these variables, Social Network has the strongest relationship with dependent variable. Four variables including the social network, the adherence to religious beliefs, socio-economic status and age are entered into Regression Equation; the determination coefficient is reported 0.358. Therefore, above variables explain generally more than 35% of the variations of dependent variable.

In the contemporary world, considering the ongoing developments in the field of human communications, the way international affairs are conducted have weaken the role of governments; and this new situation has brought about changes in common traditional diplomacy of past centuries. It is obvious that along with evolution of societies, new scenarios are applied in the field of diplomacy and international relations which need new priorities with adoption of modern methods and instruments; such as using the capacity of non-state entities particularly NGOs. In this context, a new dialogue with the subject of youth diplomacy as modern diplomacy has been established according to important roles which youths are playing in different countries especially in science centers and official entities of developed nations as work and thought force; development trend of NYGOs in global system with diverse programs including offshore welfare and humanitarian activities; development of the global network of active youths and expanding it into many young societies along with international expansion of humanitarian programs which are affecting the minds of different masses of people, even the governments and international organizations. This paper studies the role of youth diplomacy using NGOs in development of humanitarian discourse and promotion of welfare activities in global system. Accordingly, it seems that in the course of development, a mutual understanding among youths from all around the world who are concerned about wars, tribal disputes, AIDS, environment and other similar cases leads to creation of effective global network of youths which alongside the governments and by the use of unofficial instruments aims to achieve peace and put pressure on the governments which are promoting violence.
