The aim of the current research was to identify the influencing factors on the development of cycling sport culture. The present research was exploratory in nature; It was applied in terms of research type and inductive in terms of strategy And in terms of the nature of the data, it belongs to the category of qualitative research and Grounded Theory based on the paradigm model of Strauss and Corbin (1990). The statistical population of the research was made up of cycling federation members, urban sports managers, athletes and trainers which were chosen by purposive sampling and snowball methods. The interviews were conducted with 17 people during the two-month process. In order to analyze the data and extract the findings, open, axial and selective coding was used. Also, qualitative data analysis was done using MAXQDA software. After the coding process, 105 open codes were obtained in 18 sub-categories of axial coding and 8 general categories of selective coding. Based on the results, with the active city strategy and the development of sports and health centered on the use of bicycles and by adopting operational strategies such as increasing the safety of streets and passages, standardizing bicycle equipment, legal protection for riders, and using shared bicycle plans and establishing a balance and balance of access to Bicycles between all citizens and... The aim of the present study was to investigate the underlying factors and intervene in the development of entrepreneurship in the educational system of physical education and sports sciences in the country. The research method was qualitative and grand theory. Data were collected through in-depth and semi-structured interviews. The statistical population of the study includes all experts in the three fields of science, administration and sports, including experts and experts in the field of entrepreneurship (including top sports entrepreneurs, professors in this field), elite faculty members and experts in the faculties of physical education and sports sciences. (Ministry of Sports and Youth, Federations, and the National Olympic Committee). Findings related to background factors represent 4 sub-categories; Infrastructure, related organizations, entrepreneurial culture, and higher education policy-making and planning for ignition were categorized into two general concepts: organizational and structural factors, and entrepreneurial culture and thinking. Also, the findings of the intervening factors in 2 general concepts of macro-legal, political and economic factors and focusing on the development of entrepreneurship and skills training strategies of students, which include 5 sub-categories; Production of law, support facilities, political and economic factors, development of entrepreneurial knowledge and structural engineering were classified. In general, recognizing these factors can help universities, professors, and the physical education system to develop entrepreneurship.
