Abstract:This research aims to open foresight with a strategic approach to improve public policy in sports in the Islamic Republic of Iran. This research is qualitative, descriptive and exploratory in nature and the participants are sports management experts. The sampling method is the best choice method which is equivalent to the purposive sampling approach from which 13 experts were selected. The tool used was three rounds of questionnaires among experts. In this research, the structural analysis approach and Micmac software were used to analyze the interaction effects of variables for improving public policy in sports. Also, the interaction effects balance analysis approach developed by the developers was used to select and select the selected scenarios. It should be noted that to facilitate the use of this method, the ScenarioWizard computing software was used. The results showed that the present study showed that the five variables of creating organizational ideology, creating courage in sports managers, strategic recognition, meritocracy system, and strengthening the mechanism of law enforcement are the most effective and have the most impact.Keywords: improvement, policymaking, sports

This study aimed to provide a model for the role of sports in developing national security in Iran. The research was qualitative and based on the constructivist grounded theory approach. Participants included experts in sports and national security, sports managers, policymakers, experts in sports diplomacy and security planning, and university professors, selected using theoretical sampling. Data were collected through semi-structured interviews with 16 participants. To evaluate the validity of the research, the criteria proposed by Guba and Lincoln (1985), including credibility, transferability, dependability, and confirmability, were employed. Data analysis was conducted using a coding process in three main stages: initial coding, focused coding, and theoretical coding. Ultimately, 108 initial concepts were identified and organized into 29 core categories. The findings revealed that sports play a significant role in enhancing national security by influencing social cohesion, reducing social harm, improving public health, mitigating violence and conflicts, promoting national values and culture, countering cultural invasions, and fostering unity during crises. However, barriers such as the lack of strategic planning, weak coordination among institutions, ineffective management, discrimination, international pressures, cultural weaknesses, and insufficient representation in international organizations limit the full utilization of sports' potential in this regard. To overcome these obstacles, strategies such as coalition-building, cultural promotion and support, expanding international interactions, supporting specific groups in sports, developing sports infrastructure, enhancing inter-agency coordination, promoting sports, and designing a comprehensive roadmap were identified and proposed.

AbstractThis research aimed to develop a paradigmatic model of public policy indicators in Iranian sports. A qualitative study employing Strauss and Corbin's (1997) grounded theory approach was conducted. Data were gathered via semi-structured interviews with 14 experts in academia, sports administration, planning, and law. Data validation used the alignment method, and analysis was performed with MaxQuda 2020. The research model encompasses: causal factors (macro policies, government structures, international pressures, societal needs, elites, and experts); contextual factors (culture, legal frameworks, infrastructure, economy, technology, and resources); intervening factors (institutional conflict, economic issues, managerial weaknesses, legal constraints, interest group pressure, and sociocultural aspects); strategies (integrated governance, public-private partnerships, education and research promotion, financial improvement, infrastructure development, transparency, and participatory approaches); and outcomes (improved public health, economic growth, social justice, sports development, governance enhancement, and sociocultural impact). The research results can help formulate policies based on an accurate understanding of the influencing factors, and the proposed paradigmatic model can be presented as a theoretical and practical framework for achieving sustainable development of sports.Keywords: policy making, sports, Iran.

The current study was conducted in order to develop the design of an interpretive structural model in the development of talent identification strategies in Iranian sports. The study is regarded as a functional one concerning its procedure, correlation, and goal. The statistical population included managers of talent identification centers, federations, coaches, and actively talent-sporting people. By utilizing Morgan Table, 384 people were randomly selected in category. In order to assess and evaluate the objectives of the research, a researcher-made questionnaire was utilized from the qualitative section. The validity of the question naire was confirmed by asking the opinions of experts in sport management. The construct validity was further confirmed by exploratory and confirmatory factor analysis tests. Besides, the reliability of the questionnaire was confirmed by conducting the experimental implementation and calculating Cronbach’s alpha coefficient. In the statistical section, to identify the factors and effective dimensions of exploratory factor analysis, To determine the relationship and sequence between dimensions of interpretive structural modeling (ISM) Mick Mac analysis was used to determine the type of model variables according to the effect and effectiveness. The ISM Matrix indicated that the interpretive structural model, in Iranian sports, includes effectively pivotal indicators of improving managerial factors, attracting government support, formulating a support program for federations, empowering coaches, establishing talent identification centers, holding regular competitions, developing talent identification sites and equipment, the theologicalization of the talent identification process, expansion of network and communication resources, and creating a process of sustainable development in Iranian sports.
