The study is to evaluate sports facilities in Tabriz with respect to passive defense factors through a combined approach. In terms of applied purpose, the study was a research method mixed with consecutive exploratory type and survey collection method. The statistical population in the qualitative sector included experts in various fields, including passive defense, urban management, structures and architecture, as well as experts in the field of sports management; these individuals were purposefully selected for qualitative interviews on the subject of research (17 people). The statistical population of the quantitative section were the managers of sports complexes in Tabriz (47 people) and 42 questionnaires were examined. The data collection tool was a semi-structured interview and a researcher-made questionnaire. In order to analyze the data, coding in the qualitative part and the method of structural equations were used to assess the validity of the structure and one-sample t-test to evaluate the status of sports venues. In the qualitative part of the research, it was found that the categories were extracted in the form of 34 concept codes and 4 main categories. In a small part, it was found that the condition of sports venues in having open space, having green space, possibility of quick evacuation, flexibility in use, number of entrances and exits of sports venue, proximity of open space, proximity of green space, dispersion of sports venues the population density of the region and the proportion between the urban population and the number of sports facilities are far from the desired situation (less than the hypothetical average, number 3) and not appropriate (P≥0/05); and in other cases, it is higher than the hypothetical average (number 3) and desirable. The country's sports managers are advised to study and apply passive defense factors in sports venues before constructing and equipping sports venues and also in order to correct the cases mentioned in this research.
