The purpose of this study was to present a human resource development model with an Islamic-Iranian approach to progress in the general departments of sports and youth, using the ISM technique. This research is applied in terms of purpose and the data were collected in a sequential exploratory mix using the foundation data method. Simultaneously with collecting qualitative data, the data were analyzed using three steps of open, axial and selective coding. In order to identify the factors, the content analysis technique was used in Maxqda software. The statistical population was 17 experts in the qualitative section and 1573 people in the quantitative section of managers, deputies and experts of the provincial sports and youth departments. 310 people were selected as the sample by available sampling method. The research tool was a questionnaire. SMARTPLS software was used to analyze the structural equation and ISM technique was used to structure the factors. Findings included the identification of 9 dimensions, 23 components and 96 indicators. Also, dimensions were structured at six levels and organizational relationship management and expertise factors were at the lowest level of the model. Understanding the criteria for selecting the right person from the Islamic point of view, improving organizational relations, maintaining and compensating for human resource services, will be effective in creating or strengthening factors such as improving performance and developing the productivity capabilities of all sports and youth departments.
