This Article aims at evaluating formal and informal norms of clothing by youths and it was done using Grounded Theory. Data collection was done through deep interview with 22 male and female youths (18-29 years old) in Tehran city. Data were analyzed using theoretical coding method. Findings suggest veiling category is a signifier which considers only signified regarded by political system, rather the signified is a wide ethical issue. Thus, actors utilize concept of being ethical in terms of their social context and situation by reinterpretation. Overall it can be said veil has been accepted and internalized as an “internalized norm.” by interviewed youths.
