The purpose of this study was to develop a performance management model for the Swimming, Diving and Water Polo Federation using the ISM method. This research is applied in terms of purpose and is collected in the field and in a mixed way (qualitative and quantitative.The statistical population was 18 experts in the qualitative section and 80 in the quantitative section, the directors of the federation and the first level swimming, diving and water polo clubs, and the heads of the provincial delegations in these disciplines. Due to the limited number of members, the community became equal to the sample. The research tool was a researcher-made questionnaire. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.928). Interpretive structural modeling technique was used to design the research model. The results showed that the performance management of the Swimming, Diving and Water Polo Federation had 10 dimensions and 50 components and the dimensions were structured in six levels. Dimensions of technical and specialized development of human resources and development of revenue generation and absorption of financial resources in the sixth level and capabilities and capacities of the federation and goals and strategy were at the top of the model. It can be said that the technical and managerial empowerment of the federation and the stabilization of revenues, without relying on government resources, will facilitate the executive processes.
