The increasing development of information technology has faced the challenge of change in various dimensions of society. One of these important aspects is its public services. Governments are trying to transform their services and focus them on their citizens and business partners through the Internet. To move towards the full establishment of electronic government, countries have always faced many obstacles. The purpose of this research is to present the model of damages of the implementation of e-government in Iran based on the study of the Ministry of Sports and Youth. For this purpose, the theoretical framework of the research was developed by reviewing the literature and based on that, the conceptual model of the research was presented and the hypotheses of the research were developed. To test the hypotheses of the research, the statistical population including the managers and experts of the central headquarters of the Ministry of Sports and Youth were considered. In the form of available sampling, the questionnaires whose validity and reliability were confirmed were distributed among 131 people from the statistical sample, and due to the non-normality of the data distribution, partial least squares method and SmartPLS3 software were used for analysis. Statistics were used. Based on the significant values related to the hypotheses, all six hypotheses were confirmed. The impact of managerial barriers was 0.458, the impact of organizational barriers was 0.639, the impact of technical barriers was 0.741, the impact of economic barriers was 0.528 and the impact of human resources barriers was 0.638.
