The purpose of the research is to design the executive model of the law on privatization of sports facilities and spaces, emphasizing the implementation of Article 88 of the law, a part of the government's financial regulations in the less developed regions of the northern provinces of the country.This research is of a qualitative type and the research tool is a semi-structured interview, the validity of which was approved by university professors, and the reliability was obtained with the Holstein formula (0.91). The statistical population includes two parts, knowledgeable human resources and related information sources. The data was calculated with 15 interviews and in the snowball method and reaching theoretical saturation. In qualitative data analysis, theme analysis was used to show the relationship and dependence of themes, and the coding process was done and data analysis was done with MaxQuda software.The findings showed that the effective factors in 6 formats (management, economic, political, legal-legal, cultural-social and supervisory-functional) and also its consequences in 4 formats (improving the process of assigning sports places and spaces, increasing sports per capita, increasing the level participation of people and the development of sports employment).The results show that in order to lay the groundwork and improve the implementation of the law on the privatization of sports facilities and spaces in the less developed areas of the northern provinces of the country: constructive interaction, all kinds of support from provincial managers and the environmental requirements of privatization should be provided at the national level.
