The purpose of this research was to design a capacity building model for active leisure and rural sports in iran with a sustainable development approach. For this research, a qualitative-quantitative research method with a systematic exploratory approach (theme analysis) and a structural equation approach was chosen.The participants in the qualitative section include two human resources sections (experts and top sports managers of the country, sports elites, provincial, city and village officials active in sports, etc.) and information sources (books, articles, documents, media, etc.).. The final conceptual framework included 77 components, 19 dimensions, and 8 perspectives. Based on the findings of the research, it can be said that attention to sustainable development is one of the important and fundamental factors in building the capacity of active leisure and rural sports in Kurdistan province. It is necessary and necessary for the government, urban and rural institutions, officials, managers and various media to take necessary measures for the development and growth of rural sports in the country, especially Kurdistan province, and to be aware of this category in plans and budgets.
