The aim of the present study was to develop a model of community happiness development with the mediating role of public sports. The present study method is a qualitative approach using the data-based method (Strauss and Corbin systematic model), which was conducted in the field in terms of fundamental purpose and data collection. The statistical population of the present study includes the heads of sports boards and federations, public sports elites, athletes, managers of sports organizations, other experts in the field of sports development, psychologists and sociologists who are experts in the field of happiness at the national level, who were selected by snowball sampling (17 people). The qualitative approach of grounded theory (grounded theory) was used for open, axial and selective coding of data analysis and open coding was performed by analyzing the interviews. Based on the identified open codes, axial codes were formed and a theoretical model was developed with the help of selective coding, then the paradigmatic model was approved by experts. The model of community happiness with the mediating role of public sports, influenced by causal conditions (individual, managerial and environmental) and taking into account extractive strategies (motivational, educational and organizational) that are influenced by contextual conditions (infrastructure and facilities, cultural and laws and regulations) and intervening conditions (finance, health and lifestyle), can lead to psychological/behavioral and economic consequences.
