The present study was conducted with the aim of developing a model of organizational success in the Ministry of Sports and Youth with an emphasis on future thinking. The present study is applied in terms of purpose and descriptive in nature; Which is done in the field. Semi-structured interviews were used to collect data. The statistical population of the study included experts and elites familiar with the topics of organizational behavior and strategic management in sports organizations. Therefore, 14 people were selected for interview using the purposeful method. The intra-subject agreement method was used to confirm the reliability. Open, axial and selective coding were used to analyze the data. In this study, work skills, organizational drivers, are considered as causal conditions. Educational and infrastructure categories are considered as background conditions. Intra-organizational categories and strategic problems act as intervening conditions that improve the phenomenon under study. Foresight, improvement and control are considered as strategies that are adopted to control, manage and respond to the phenomenon under study. The categories of work ethic and performance and productivity are considered as the result of this model. In this regard, focusing on the model can lead to organizational success of the Ministry of Sports and Youth of Iran.

Today, sustainable development and green management are considered by organizations from all angles. In this regard, human resource management should help organizations achieve green goals. Accordingly, this study deals with the effect of green human resource management on the sustainable development of the Ministry of Sports and is a descriptive correlation. The statistical population includes managers and employees of the Ministry of Sports, the population of which is about 1200 people, according to Morgan table, the sample size is 297 people. Measurement tools include green human resource management and sustainable development questionnaires and Cronbach's alpha coefficient was used to assess the reliability of variables and questionnaires. The data analysis method is descriptive statistics and inferential statistics using SPSS25 and the research model was tested using structural equation modeling technique in Smart PLS 3 software. Findings show Green human resource management has a positive impact on sustainable development. The component of individual factors and green strategy with a strong impact of 0.329 and 0.656 have a positive effect on sustainable development and the component of knowledge of values, organizational factors and process have not been able to play an effective role on sustainable development. Comparison of standardized regression coefficients shows that the impact of green human resource management on sustainable social development is equal to 0.539, on the environmental dimension is equal to 0.534 and on the economic dimension is equal to 0.347 which has been relatively strong.
The results show that increasing the use of green human resource management components (awareness of methods, individual factors, organizational factors and green strategy process) has a positive effect on each dimension of sustainable development (social, economic and environmental).

Implementing green management in sports organizations can change the way we interact with the environment. The purpose of this study was to investigate the role of green management on the organizational performance of the Ministry of Sports and Youth of the Islamic Republic of Iran. The research method is descriptive-correlational and applied in terms of purpose. The statistical population of this study was 290 employees of the Deputy for Management Development and Support of the Ministry of Sports and Youth, which was calculated based on the amount of variance and Cochran's formula, the number of research samples was 132. The results of structural equation modeling showed that the researcher-made questionnaire used in this study had convergent and divergent validity and its reliability according to the numbers obtained for Cronbach's alpha and also the combined reliability was acceptable and above 0.7. Also, the results of hypothesis testing showed that all factor loads of indicators are above 0.4 and the factor load of indicators is desirable. Based on the results obtained from the analysis of the research model, it was found that the executive factors of green management have a positive and significant effect on the executive actions of green management. Also, the positive and significant effect of green management executive measures on green management results was confirmed. According to the research findings, it can be acknowledged that the use of green management in the organization, especially in the Ministry of Sports and Youth can have beneficial effects .

The aim of this study was to design an Organizational Ambidexterity model in the Ministry of Sports and Youth of the Islamic Republic of Iran. This research was conducted by qualitative and quantitative mixed method. The statistical population in the qualitative section included all sports management experts in universities and the Sports and Youth Organization, and in the quantitative section included all employees of the Ministry of Sports and Youth in the number of 901 people in 2020, in the qualitative section 15 people by sample method. Targeted sampling and in a quantitative part, 269 people were selected by stratified random sampling and entered the study. A semi-structured interview and a researcher-made questionnaire consisting of 14 categories and 42 items in a five-point Likert scale were used to collect the required data. Data were analyzed using Delphi technique and based on open and secondary coding through SPSS and PLS3 software. The results showed that the two-power organization in the Ministry of Sports included two dimensions of exploratory innovation and exploitative innovation. The results also showed that organizational ambiguity included 14 categories. On the other hand, the results showed that the model designed for organizational ambiguity in the Ministry of Sports and Youth had good fit. Based on the results of the research it can be said that the model developed based on the opinions of experts and knowledgeable people can have positive effects on the organizational duality of the Ministry of Sports and Youth of the Islamic Republic of Iran

The aim of the research was to identify and prioritize the components of proactive management in the Ministry of Sports and Youth. This research is applied in terms of purpose and the data were collected in the field and in a mixed manner (qualitative and quantitative). The statistical population in the qualitative part of the experts and in the quantitative part, including the directors of the Ministry of Sports and Youth and the general managers and deputies of the General Directorate of Sports and Youth of the provinces, was equal to 158 people. Due to the limited number of members, the statistical population was equal to the sample. The research tool in the first part was a researcher-made questionnaire containing 39 indicators of proactive management. The validity of the questionnaire was confirmed by 10 professors of sports management and its reliability was confirmed by Cronbach's alpha test (α = 0.92). Data were analyzed by exploratory and confirmatory factor analysis and factor prioritization by AHP method using SPSS and AMOS software. Findings showed that the components of job development, socialization, career path, readiness for change, competitiveness, proactive personality, knowledge, skills and ability and internal motivation of the development of proactive management of the Ministry of Sports and Youth are effective, respectively. It can be said that empowerment, talent management and succession courses in the framework of the roadmap and career advancement management will help the proactive management of this ministry.

The purpose of study was to design a strategic agility model in the Ministry of Sports and Youth of the Islamic Republic of Iran. The research method is a sequential exploratory combination. The statistical population in the qualitative section included managers of the Ministry of Sports, professors of sports management and experts active . Using purposive sampling method and snowball and theoretical saturation technique, sampling was performed in qualitative section . Coding method was used to analyze the interview data. The statistical population of the quantitative part of this study included the staff and managers of the Ministry of Sports and Youth who were selected as a statistical sample using a Barclay index of 220 people by simple random sampling. To collect information in a quantitative part of the researcher-made questionnaire taken from the qualitative part was used, SPSS and SmartPLS software were used for data analysis. In the qualitative part of the research, it was found that 12 main categories in the form of 97 primary codes were placed in the heart of the six dimensions of the paradigm model. In the quantitative part, it was found that all 6 main components of the research have a good fit. Due to the currently changing environment for various organizations, the managers of the Ministry of Sports and Youth are suggested to use the model presented in this study to benefit from the positive consequences of strategic agility.

The purpose of this research was to design and validate the competence model of managers of the Ministry of Sports and Youth. The data collection of this research was done through the mixed research method. In the qualitative part, the analytical model of the foundation data theory was used, and in the quantitative part, the descriptive-correlation analytical method was used. The statistical sample of this research in the qualitative part included 15 academic elites and managers of sports organizations, who were theoretically selected using the targeted snowball method, and in the quantitative part, there were 468 managers, experts and employees of sports organizations. They were selected by stratified random sampling method. In this research, the process of analyzing the data obtained from the interviews was carried out during three stages of coding (open, central and selective) and 13 main concepts were obtained, which were presented in the form of a paradigm model based on Strauss and Corbin's model and in In the quantitative part, structural equation modeling by partial least square method (PLS-SEM) was used. The results obtained from the structural equation model showed that all the relevant paths were significant at the 95% level and were confirmed. According to the results of the present research, it can be concluded that for the implementation of competence in the management of sports organizations, it is recommended to focus on the categories extracted from this research to select competent people and to use the competence frameworks training, selection and appointment.

The purpose of the research was to study the role of sports diplomacy in the development of international relations with the Persian Gulf countries. Based on this, an applied and research was conducted in a mixed method with a data-based theorizing strategy based on Glaser's model and inductive approach. 16 interviews with professors of sports management and sports diplomacy, working in the Ministry of Sports and Youth, national Olympic Committee and Ministry of Foreign Affairs were carried out until theoretical saturation. Qualitative data analysis was done during two stages of real coding and theoretical coding and finally 64 open codes were identified in 12 concepts and 4 categories. In order to compile the data model, the data of 311 experts in the field related to the research was analyzed using the structural equation method.According to the results of cultural, media, economic and public diplomacy, they will have the most effect in sports diplomacy with the Persian Gulf countries. Using the capacity of non-governmental organizations in the region, interacting with the diplomatic system and producing joint media works with other countries, economic cooperation with Persian Gulf entrepreneurs and the cooperation document between the Ministry of Sports and Youth and the Ministry of Foreign Affairs is the most effective.It is suggested, a committee of institutions in charge of sports and diplomacy of the country was formed and to plan a sports event in the Persian Gulf with a message of peace and friendship.

The purpose of this study was to investigate the effect of human resource information systems on individual innovation with the mediating role of commitment-emotional and job involvement in the staff of the Ministry of Sports and Youth. The statistical population of this study was all employees of the Ministry of Sports and Youth that according to Morgan table, 291 people were randomly selected as a statistical sample. Research tools include four standard questionnaires of Roll and Cup Human Resources Information Systems (2012); Allen and Meyer Emotional Commitment Questionnaire (1990); Riley et al. (1993) and the Human Resources Innovation Capacity Questionnaire of Kolio et al. (2011). Structural equation modeling and Smart-PLS 3.2.8 software were used to analyze the data. The results showed that human resource information systems have a direct effect on individual innovation, job involvement and emotional commitment. Human resource information systems also have an indirect effect on the individual innovation of the staff of the Ministry of Sports and Youth through job involvement and emotional commitment. Also, job involvement and emotional commitment have a positive and significant effect on the individual innovation of the staff of the Ministry of Sports and Youth. According to the results of the research, the managers of the Ministry of Sports and Youth can increase the emotional commitment and job involvement of the employees in addition to the implementation of human resource information systems in order to increase the innovation of the employees.

The current research has been done with the aim of determining the performance evaluation indicators of the general administration of sports and youth in the provinces of the country and presenting the desired qualitative model. This research has a qualitative approach and the method of content analysis and Glazeri's approach is used as a research method. The study population of this research was made up of the staff directors of the Ministry of Sports and Youth and the general directors of sports and youth of the provinces. A reliability of 0.85 was also reported. At the end of the three stages of coding, the layers of the final research model were presented individually and schematically, and finally, the final research model was presented by combining these layers. Based on the results, 93 concepts (codes) were extracted from the interviews, which were included in the subset of 13 components and finally formed the sub-branches of the performance evaluation model of the General Department of Sports and Youth of the country's provinces. The results showed that the performance of the administrations of the provinces can be evaluated in separate areas; Each of these areas in the general administrations of the provinces in interaction with the deputy staff of the Ministry of Sports and Youth and the performance evaluation office of the Ministry of Sports and Youth, can explain the current situation by examining the indicators related to their specialized area. take action and achieve the highest level of performance by formulating strategies.

The present research was designed with the aim of investigating the role of impolite behavior of managers in the workplace on the intention to move employees of sports organizations, considering the mediating role of work participation and responsibility. The current research is a descriptive research which, from the point of view of the objective, is one of the applied researches that was carried out in the field. The current research method is a survey in terms of data collection method. The statistical population of this research included all the employees of the Ministry of Sports and Youth and sports federations, but the exact number of these people was not available. According to Cochran's formula of sample size in the condition of uncertain population size; a total of 384 people were identified as the research sample. Available sampling method was used to select research samples. The data collection tool included a standard questionnaire. Structural equation method was used to examine the data of this research. The entire research analysis process was carried out in Ghalib SPS version 20 and PLS version 4 software. The results of this research showed that rude behaviors have a significant effect on responsibility (effect = -0.229; t = 3.169), intention to relocate (effect = 0.393; t = 3.425) and work participation (has an effect of -0.620; t=7.873). The results also showed that responsibility (effect = -0.193; t = 4.290) and work participation (effect = -0.369; t = 12.555) have a significant effect on relocation intention.

The aim of the current research was to validate the factors and factors affecting e-government in the Ministry of Sports and Youth. The current descriptive-correlational research was a survey research and one of the applied researches that was conducted in the field. The statistical population of the research was the experts and employees of the Ministry of Sports and Youth. SPSS Sample Power software was used to determine the sample size in the quantitative stage. Using this method, the sample size was estimated to be 370 people, and 370 questionnaires were distributed and collected among the statistical population. A researcher-made questionnaire was used to collect data, which was derived from the findings of the qualitative part. The questions of this section were obtained based on the pattern emerging from the qualitative phase of the research. . Further, in order to validate the desired pattern of the desired model, the structural equation modeling of the confirmatory factor analysis approach is used. For this purpose, Smart Pls software was used.Based on the data analysis of 70 primary concepts, 13 main categories were identified. The factors identified in this research include infrastructural factors, financial and economic factors, creating a platform for access to digital content, access to online services, human capital, The obtained results showed the confirmation of the items and factors in the first and second order confirmatory factor analysis tests, which means that the factor loadings of the items and factors were higher than 0.4.

The purpose of this study was to present a second-generation organization model in the Ministry of Sports and Youth. This research was qualitative, employing a grounded theory systematic approach. The participants included IT and communication technology experts from the Ministry of Sports, university professors, and experts in the fields of technology and knowledge management. Purposeful sampling was used, and 15 interviews were conducted until theoretical saturation was reached. Data collection was done through semi-structured interviews. Strategies of credibility, transferability, dependability, and confirmability were used to ensure the validity and reliability of the results. Data analysis involved three stages: open coding, axial coding, and selective coding. From the data analysis, 100 final open codes and 20 subcategories emerged, leading to the theory that in the Ministry of Sports and Youth, second-generation organizations characterized by open innovation, intelligence, and self-organization are influenced by knowledge management, information ecology, and social changes (causal conditions). These can be implemented in the Ministry of Sports and Youth through strategies such as technical support, managerial support, infrastructure provision, cultural promotion, and education. It was also found that the outcomes of implementing second-generation organizations, which are simultaneously influenced by contextual conditions (groundwork, technological context) and intervening conditions (technical barriers, demographic characteristics, technology acceptance barriers), include facilitating communication and organizational cooperation, organizational agility, improved organizational outcomes, and enhanced organizational performance management.

The increasing development of information technology has faced the challenge of change in various dimensions of society. One of these important aspects is its public services. Governments are trying to transform their services and focus them on their citizens and business partners through the Internet. To move towards the full establishment of electronic government, countries have always faced many obstacles. The purpose of this research is to present the model of damages of the implementation of e-government in Iran based on the study of the Ministry of Sports and Youth. For this purpose, the theoretical framework of the research was developed by reviewing the literature and based on that, the conceptual model of the research was presented and the hypotheses of the research were developed. To test the hypotheses of the research, the statistical population including the managers and experts of the central headquarters of the Ministry of Sports and Youth were considered. In the form of available sampling, the questionnaires whose validity and reliability were confirmed were distributed among 131 people from the statistical sample, and due to the non-normality of the data distribution, partial least squares method and SmartPLS3 software were used for analysis. Statistics were used. Based on the significant values related to the hypotheses, all six hypotheses were confirmed. The impact of managerial barriers was 0.458, the impact of organizational barriers was 0.639, the impact of technical barriers was 0.741, the impact of economic barriers was 0.528 and the impact of human resources barriers was 0.638.

The purpose of this study was to map and streamline HR strategies in the Ministry of Sport and Youth with a balanced scorecard approach. The research method is descriptive and purposefully applied. The research data were collected in field and mixed method (quantitative and qualitative). The statistical population of the study in the quantitative section included 65 officials and experts of the Ministry of Sport and Youth Affairs and the provincial general managers of sport and youth equal to 65 persons and 12 experts in the qualitative section. Due to the limitations of members, the sample was considered equal to the population (integer). The research tool was a researcher-made questionnaire whose validity was confirmed by 10 university sports management professors and its reliability was confirmed by Cronbach's alpha test (α = 0.85). Logical induction method and Strategic Council meetings were used to analyze the data in the qualitative section and Cronbach's alpha and frequency percentage in the descriptive and quantitative sections. The findings showed that in the HRM system of the Ministry of Sport and Youth, there are 4 perspectives (productivity, stakeholders, internal processes and growth and learning), 26 strategic goals, 32 measures and 39 actions and initiatives. It can be concluded that given the alignment of strategies with strategic goals, measures and initiatives and HR initiatives and initiatives of the Ministry of Sport and Youth in different contexts, in addition to the strategic implementation, increase the capacity of the organization. And it's purposeful.

Human resources and their potential is the key to an organization's success. Considering this important principle, the study is to investigate the effect of supervisory governance on human resource development with the mediating role of political behavior of the staff of the Ministry of Sports and Youth of the Islamic Republic of Iran. The method of the study is descriptive-correlation of structural equations, based on the present time, in terms of applied purpose and in terms of collecting field information. The statistical population included all employees working in the sports and youth departments of Iran- according to the statistics announced by the administrative affairs, is 830 people (569 men and 321 women). The statistical sample according to Morgan table is 263 people from the statistical population, who were randomly selected from the simple type. Male and female sampling is randomly selected from the relative class type, which identified 161 males and 102 females. The measurement tools were three questionnaires: Safari (2020), “Youth Political Behavior” (2016) and “Human Resource Development” Tazfir, Brock and Doland (2004).
The results of structural equations showed that regulatory governance is of effect on human resource development, but the variable of political behavior does not play a mediating role in this regard. Therefore, considering the impact of the dimensions of supervisory governance, ie organizational independence, supervisory culture, regulatory transparency and integrated financial policy on human resource development of this ministry, senior managers of the Ministry of Sports and Youth need to strengthen human resource development by considering these dimensions.

The study is to provide a model for measuring the management role of ministry of sports and youth in the privatization of the Iran's sports. This study is a kind of mixed and exploratory design mixed research. The first stage was qualitative and statistical society contains experts in management and privatization sport that all of them are chosen as the samples of research. For this, supplementary information was gathered through a review of theoretical foundations and Semi-structured interviews. Then data from the 20 interviews analyzed and coded in three stages by method grounded theory. The second phase was quantitative and is done through structural equation modeling. Since the statistical society was non countable and varied, 222 people were chosen through purposeful sampling, judgment method and mastering research. The researcher- made questionnaire from the stage of qualitative research was set as a research tool. Validity of the questionnaire was confirmed by15 experts and it distributed for 50 people and its reliability obtained 0.924 by Cornbrash’s alpha. To measuring the construction validity and survey factor structure data, the analysis exploratory and confirmatory factor is used. Comparing of variables showed that the impact of three components (decision-making, supervision and organization) is significant on the privatization of the Iran’s sports but planning component was not so. Organization component with regression coefficient 0.148 had the highest impact and, components supervision 0.092, decision-making 0.075, and planning 0.012 are located in the next ranks. Regarding the meaningful impact of mentioned factors, noticing of manager’s sport to these factors are of much importance in Iran's sports specialization.
