The purpose of the current research was to investigate the factors affecting alliances and strategic agreements in the development of public sports, and for this purpose, three main institutions in charge of sports and health (Ministry of Sports and Youth, Ministry of Education, and Organization of Municipalities) were investigated and analyzed. The research method of the current research is qualitative and based on the data theory of the foundation, and the analyzes were done based on Glaseri's method. The statistical population of the research included 315 documents and 16 people were experts in the field of public sports working in the above organizations and professors of sports management, the results included 50 conceptual categories and models of the strategic alliance for the development of public sports including drivers: 1- motivational/psychological including: encouragement and reward and motivation 2- management of volunteers including the presence of volunteers 3- infrastructure and facilities including the development of infrastructure, budget and facilities and processes: 1- Inter-organizational relations including: inter-organizational coordination, partnership of organizational resources and inter-organizational communication 2- Public relations including: media and publicity and information; Also, the result of the conceptual model of the strategic alliance for the development of public sports includes the management alliance, the structural alliance, the operational alliance, the policy alliance, and the financial and facilities alliance. The results showed that in order to achieve the development of public sports, all the institutions involved in this field should be united. act to witness an increase in the physical activity of people in the community through the development of public sports; Therefore, it is suggested that effective organizations in the development of sports cooperate with each other with full coordination in financial affairs, management to create infrastructure and public information to promote public sports.

As a social reality, sports and physical activities have existed in human societies since ancient times and formed a part of people's daily life. Despite the many benefits that sports and physical activity bring to humans and society, one of the most important challenges in planning and policy-making in today's societies is the spread of a culture of inactivity and convenience among It is humans.The present study was conducted with the aim of determining the indicators of barriers and negotiations of leisure time with an emphasis on physical activity and providing a qualitative model of obstacles-negotiations of leisure time with an emphasis on physical activity. The study population of this research was the staff managers of the Ministry of Sports, heads of sports federations and experts in the field of sports and youth of the general administrations of the provinces throughout the country, and the collected data were analyzed in a mixed method.Data analysis of 17 interviews conducted showed that family issues and problems, infrastructure issues and problems, society issues and problems, individual issues and problems, psycho-physical issues and problems, macro level issues and problems as limitations. and improving the status of leisure time in society, reforming and revising behavior, developing and improving infrastructure, institutionalizing leisure time in society, necessary conditions for leisure time for sports, changing individual practices, revitalizing leisure time for sports, benefiting from the beauty of nature, more attention and effort from the authoriti.

This research was conducted with the aim of designing a model for the development of public sports based on new technologies such as social networks. a qualitative method and a systematic Grounded theory were applied on this study. The statistical population includes Faculty members of universities and the General Directorate of Sports and Youth and the General Board of Sports who were interviewed. The number of samples extracted from the research components that reached theoretical saturation is 14. To analyze the data, a systematic approach including three main steps of open coding, axial coding and selectie coding was used. During the process of open coding, a total of 424 primary codes were obtained without considering overlaps, and in the next step, 83 common concepts were obtained based on overlaps and similarities, which formed 24 axial codes. Finally, the obtained conceptual codes defined 10 categories for us, based on which the final research model was drawn. Based on the findings, causal factors include professional needs, cultural needs; Background factors include infrastructure and soft substrates; Intervening factors include specialized mechanisms, general mechanisms, strategies include structural development, support; The consequences include macro development, health-oriented development. Therefore, it can be concluded that by using investment opportunities in the field of media productions related to public sports, special attention should be paid and all the efforts and power of sports organizations should be in the direction of using the capacity of sports elites and prominent figures in social networks in order to promote public sports.

The research is to offer a paradigm model for the sustainable development of sport for all based on an interactive, socio-cultural approach by using Grounded-Theory. The statistical population included specialists, experts, policy-makers, consultants and activists in the field of sport for all. Moreover, the sampling procedure comprised non-probability sampling with purposeful selection and the sample size was 16, based on the theoretical saturation index. In the next stage, the collected data was analyzed, using an open interview based on the three stages of open, axial, and selective coding. Having analyzed the data, the researchers identified 24 axial codes and five selective ones for the initial 141 concepts. The results, which were gleaned from the analysis of qualitative interviews, suggested that, on the one hand, the intervening factors included lack of media coverage and support, disregard for audience tastes, enjoyment and personal interests, and finally, negligence on the part of policy-makers. The consequences, on the other hand, encompassed the improvement of social interactions, the increasing rate of participation in physical activities, the institutionalization of public sports in the society as well as changes in people’s attitudes and behavior with regards to public sports.
Finally, it could be argued that according to the research model, one of the best strategies for the institutionalization of sport for all in people’s daily lives is to develop a systematic program involving all essential social institutions.

Given the importance of voluntary sports services and its declining trend, strengthening the motivation of volunteer manpower is one of the key trends in the development of this issue in society because volunteer sources are an important set of human resources in sports organizations. Therefore, the aim of this study is to identify the factors affecting the motivation of voluntary public sports services and local sports events using causal layer analysis. For this goal, after reviewing the research literature, in the first step, with the CLA method, these effective factors were examined at four levels and based on this, the questionnaire was prepared and distributed. According to the research findings, the internal factors affecting the motivation of voluntary services are: creating inner peace, the need to gain friendship, religious beliefs, growth and meeting the need for success, and having a more favorable mental and physical condition; External factors were prioritized: organizational behavior, media and propaganda, incentives, participation and teamwork, and the role of government and parliament, respectively. Also, in general, the effect of external factors was more than internal factors. According to the research findings, in order to better implement voluntary sports services in the future, organizations should pay special attention to external factors affecting the motivation of voluntary services such as incentives, organizational behavior, etc.

The study is to develop a performance evaluation model for all departments of sports and youth in the provinces of the Country. The research is a descriptive one which has been done by field method. This is a combinational study. The statistical population in the qualitative part included executive and scientific experts and in the quantitative part were the experts of performance appraisal offices (439 people). 205 people were selected by random sampling method and using Morgan table as the research samples. The required information was collected from two methods of library and field with interview tools and questionnaires and for data analysis, the Kloizi method was used in qualitative part of and path analysis and Friedman tests were used in quantitative part. According to the research results, seven dimensions of championship sports, public, women, youth, finance, human resources and information technology should be used to evaluate the performance of the General Departments of Sports and Youth. Data analysis also showed that championship sports are prioritized because of the tangible results. On the other hand, sport is an issue that can be both lucrative and requires a lot of financial resources, and accordingly, the financial dimension is the second priority after the championship sport and before the dimensions of public sports, women's sports and even youth affairs. Dimensions of public sports, organizing youth affairs, women's sports, human resources and information technology are in the next ranks of the list.
