the main purpose of this study is to examine the barriers to success development. It is in the general departments of sports and youth of Iran. Based on the purpose of applied research and in terms of data collection was done by mixed exploratory method. Participants included professors of sports management, managers of general departments of sports and youth of the country and the method of theoretical purposive sampling with snowball technique and based on theoretical saturation criteria was used. Data collection tools were semi-structured interview and structural self-interaction matrix questionnaire. In the first part, the data were categorized using thematic analysis method and in the form of basic, organized and comprehensive themes. Also, using the interpretive structural model, the identified obstacles were classified. Barriers to the development of substitution in the general departments of sports and youth as a comprehensive theme including 54 basic themes and 7 organizational themes (lack of meritocracy culture, individual barriers, poor management, economic barriers, legal barriers, structural barriers and Political-communication barriers) which were classified into 5 levels and it was found that the most basic barriers to the development of substitution in the general departments of sports and youth are structural barriers, economic barriers and poor management. By focusing on removing the identified barriers, we can expect the continuation of the quality of human resources in the general departments of sports and youth of the country.

The present study was designed to develop a model for improving the performance of the student sports federation based on the ERP model. The present study was mixed in terms of applied purpose, in terms of data collection method. The instrument used in the qualitative part of the research was a semi-structured interview and in the quantitative part, a researcher-made questionnaire was taken from the qualitative part. The validity and reliability of these tools were confirmed. Participants in the quality department include professors of sports management (who have done at least one study in the field of performance management), directors of associations and provincial boards, and members of the Student Sports Federation. These people were purposefully selected for qualitative interviews on the subject of research (20 interviews with 20 people and continued to the point of theoretical saturation) and in the second part (quantitative) after collecting information from qualitative research, action was taken.A questionnaire was made and this questionnaire was distributed among the sample of the quality section(in full)(75 people). Statistical sample was the maximum number of samples according to Morgan table(63 people) and the sampling method was available randomly. The method of qualitative data analysis in the present study was thematic analysis. Structural equation method was also used in a small part. The whole process of data analysis was performed in SPSS and PLS software.Finally, 28 concept codes and 9 categories(support, goals and vision, organizational structure, training, ERP software, change management, rules and regulations and human resources) were extracted.

The aim of the research was to provide a model for the development of beach soccer in Iran. The current research from the perspective of the paradigm, was of the postmodern, with a qualitative approach, strategy ground theory. The data collection method was in-depth and semi-structured interviews. The statistical population of the research was experts in the field of beach football and experienced professors with knowledge of sports management in the field of beach soccer,. According to the results of the content analysis of the interviews conducted with research experts, 304 primary codes with a frequency of 492 was extracted. In the section of factors affecting the development of beach football, 9 main categories including: media , motivational , talent identification , social , Managerial factors, technical and specialized factors including the subcategories of women and specialized forces with a total frequency of 22, the factor of human resources activities including the subcategories of empowerment and training with a total frequency of 24, the infrastructure factor including the subcategories of professional club management, within organizational, hardware and economic factors were discovered and counted. In the strategies section, the categories of infrastructure strategies with a frequency of 7, motivational consequences with a frequency of 5, technical and specialized consequences with a frequency of 20, cultural consequences with a frequency of 7, social consequences with a frequency of 18 and ideal consequences with a frequency of 18 were extracted and counted.

The present study was designed and conducted with the aim of investigating the factors affecting the control of cognitive errors in sports managers. The present study is one of the mixed researches which was done in qualitative and quantitative methods. The present study is one of the applied researches. The statistical population of the present study in the qualitative section includes elites and experts in the field of cognitive errors in the field of crisis sports. The sampling method in the qualitative part was purposeful. For this purpose, 13 elites and experts were selected as a research sample in the qualitative section. Also, in the quantitative part of the present study, in addition to elites and people aware of the field of cognitive errors and also some professors aware of the field of cognitive errors were added to the statistical population. After the investigations, the number of these people was determined to be 68 people. Using counting sampling method, all these individuals were identified as the research sample. After distributing and collecting the questionnaires, 54 completed questionnaires were collected. The data collection tool in the present study was a semi-structured interview and a researcher-made questionnaire. In order to analyze the data, coding as well as structural equation method were used. According to the results of the present study, the factors affecting the control of the phenomenon of cognitive errors of sports managers include educational aspects, individual aspects, information issues, motivation and technical issues.

The purpose of this research was to identify human resource strategies based on strategic reference points in the Ministry of Sports and Youth. The research method of the current study is descriptive-analytical and mixed methods. The statistical community of this research was made up of managers, assistants and experts of the Ministry of Sports and Youth. The sampling method was purposeful. The statistical sample of this research included 12 managers, assistants and expert experts of the Ministry of Sports and Youth whose specialty was human resources. The research tool was an interview, and in the end, a combined questionnaire was obtained through the interview and the review of the Bamberger and Musholm integrated model, which was analyzed by the elite. In this research, the method of strategic reference points was used as an efficient method. The results of the research showed that the appropriate strategy for managerial, specialized, and executive jobs in the Ministry of Sports and Youth is a committed strategy, and for service jobs, it is a secondary strategy. It is also a suitable strategy for human resource development subsystems, performance evaluation and reward, and relations with employees in managerial, specialized and committed executive jobs and secondary service jobs. Therefore, it is suggested that in selecting employees in the Ministry of Sports and Youth, high accuracy, wide support of the career path, wide flexibility, and supply and promotion from within should be prioritized, and in the pay structure, the emphasis should be on the stability of the procedure.

The purpose of this research was to design a model of the challenges of using social networks in sports organizations in order to attract teenagers and young people to participate in sports and physical activity. A qualitative research with a systematic exploratory approach was chosen. The statistical population included two parts of human resources (professors and managers) and information sources (books, articles, documents, media). Sampling was done in a sufficient number and with a judgment method based on reaching theoretical saturation (18 people). Research tools included systematic library study and structured exploratory interviews. The validity of the instrument was evaluated and confirmed based on the legal and scientific validity of the sample, expert opinion and agreement between the correctors. In order to analyze the findings, a multi-stage conceptual coding method with a systemic analysis approach was used. Based on the extracted conceptual framework, it included 3 core codes, 8 categories and 28 open codes. The categories included economic, political/legal factors, the status of social networks, the content of social networks, organization, planning, human resources, and communication, which were placed in three core codes: internal, organizational, and extra-organizational. Therefore, it can be concluded that; By creating a convergence between media and sports science experts and creating a field of cooperation for them by the organizations in charge of sports in the country as well as the national media, it can create expert working groups that can prepare appropriate and practical programs and help people's tendency to physical activity.

The current research was conducted with the purpose of providing a model of the effect of PESTEL factors on the sustainable development of human resources of the Ministry of Sports and Youth of the Islamic Republic of Iran with a descriptive correlation method. The research population was all employees of the Ministry of Sports and Youth of the Islamic Republic of Iran, 890 people (569 men and 321 women), of which 269 people were determined as the sample size. The sampling method was available. The tool used in this research was a researcher-made questionnaire based on the PESTEL model. This questionnaire included 64 questions (items). The PESTEL model (including political, economic, social, technological, environmental and legal factors) was for the current state of the society and the standard questionnaire of Tonke Nejad and Davari's human resources development (2008) included 7 dimensions, the dimension of identity - harmony - success, adaptation - Intellectual dimension - Attitudinal dimension and occupational dimension were measured. The reliability coefficients of the questionnaires were estimated using Cronbach's alpha test as 0.89 and 0.88, respectively. Descriptive and inferential statistics of SPSS and Amos software were used for data analysis at the p<0.05 level. The results showed that the generality evaluation indices of the factor model indicate that the fit of the data to the model is established. And the research model can be effective as a guide in reducing environmental uncertainty and making strategic decisions.

Abstract
The aim of this research is Identifying effective factors in training national team coaches. This study is applied in nature and employs a mixed-method approach (qualitative-quantitative). In the qualitative part, a grounded theory research strategy with a constructive approach was used, while in the quantitative part, a multi-criteria decision-making method was employed. The participants in this research were sports coaches in both qualitative and quantitative sections, selected based on criteria of coaching experience, coaching at a national level, and the ability to collaborate. A purpose sampling method was used, and 27 interviews were conducted upon reaching theoretical saturation. In the qualitative section, the data collection tool was semi-structured interviews, and in the quantitative section, a matrix-like questionnaire with dimensions of 17×17 was used. To evaluate the quality of the qualitative findings, strategies such as credibility, transferability, confirmability, and dependability were employed, while in the quantitative section, face validity and the split-half method were used. Data analysis was conducted using Charmaz's grounded theory guidelines and the DEMATEL technique. The findings revealed that there are 17 variables influencing the development of national team coaches. Organizational support and backing have the most significant impact on this process, while gaining prestige and international status have the least impact. Causal variables such as systematic training, targeted planning, skill enhancement and knowledge development, and provision of equipment and hardware play a fundamental role in coach development. The purpose of this study was to map and streamline HR strategies in the Ministry of Sport and Youth with a balanced scorecard approach. The research method is descriptive and purposefully applied. The research data were collected in field and mixed method (quantitative and qualitative). The statistical population of the study in the quantitative section included 65 officials and experts of the Ministry of Sport and Youth Affairs and the provincial general managers of sport and youth equal to 65 persons and 12 experts in the qualitative section. Due to the limitations of members, the sample was considered equal to the population (integer). The research tool was a researcher-made questionnaire whose validity was confirmed by 10 university sports management professors and its reliability was confirmed by Cronbach's alpha test (α = 0.85). Logical induction method and Strategic Council meetings were used to analyze the data in the qualitative section and Cronbach's alpha and frequency percentage in the descriptive and quantitative sections. The findings showed that in the HRM system of the Ministry of Sport and Youth, there are 4 perspectives (productivity, stakeholders, internal processes and growth and learning), 26 strategic goals, 32 measures and 39 actions and initiatives. It can be concluded that given the alignment of strategies with strategic goals, measures and initiatives and HR initiatives and initiatives of the Ministry of Sport and Youth in different contexts, in addition to the strategic implementation, increase the capacity of the organization. And it's purposeful.

Objective: Since the recognition of regional differences and the study of the structures and factors affecting sport in order to achieve sustainable development is inevitable, the aim of the present study was to analyze the strategic territorial analysis of human resources in the sport of Fars province.Methodology: The statistical population of the research was experts in sport in Fars province. Sampling was done using two theoretical sampling methods and snowball to reach the theoretical saturation (50 people). The research tool was a researcher checklist in which respondents were asked to list the current status of sports human resources, while using the GIS, a descriptive-analytical model was presented and part of the information the results obtained in the ArcGIS software environment were analyzed and evaluated.Results: The overall result of Fars province human resources research studies showed that there is an uncompetitive distribution of sports human resources infrastructure in the sport area of Fars province.Conclusion: In general, it can be admitted that creating and deepening a survey approach to balancing the factors of the event, improving the coordination of the sports activities of the organizations can be considered as the most important strategies in the sport sector of the province.

The Purpose of this study is to evaluate the relationship between organizational factors and knowledge management in elite sports organizations. This survey is a correlation. Due to the limitations of the statistical community, with a total sample population of the study consisted of athletic directors which included Deputies selected national sport organizations country(103 individuals). Finally, 87 individuals responded to the sent questionnaires. Validity and reliability were confirmed. Data was collected by questionnaire and were analyzed using descriptive and inferential statistical methods SPSS19 (Pearson, Spearman's, regression) was analyzed. Results indicated that, except for dimensions and structure of the supporting ICT and strategic thinking, focusing, among other components of organizational knowledge, there is a significant positive relationship. Results indicate average condition because of too much focus on knowledge management and organizational structure of the research centers. As a result, managers must establish knowledge management in organizations with dimensions of organizational factors in mind, and through education and participation as possible and giving freedom to the employees, and the lack of excessive restrictions for establishing of the job security and to strenghten and support a culture of trust and the use of technology as an effective tool for the collection, storage, transmission and dissemination of knowledge, the plaque over their work.
