The research instruments included the Social Capital Questionnaire by Nahapit and Gushal (1998), Spitzer Empowerment (1995) and the professional ethics of Kirsten et al. (2011) whose validity and reliability were confirmed. Descriptive statistics and inferential statistics in the form of structural equation modeling using Smart PLS2 and SPSS19 software were used to analyze the data. The results showed that the proposed research model has a good fit. There is a direct and significant relationship between social capital and employee empowerment (GOF=0/586). Also, 49/4 percentage of the effect of social capital on employee empowerment has been explained indirectly by the mediating variable of professional ethics. The purpose of this study is to investigate the empowerment of the Sports and Youth Administration of Khorasan Razavi Province through organizational agility and psychological empowerment with a structural equation approach. The research method of the present study was applied in terms of purpose and descriptive survey in terms of data collection method. The statistical population of this study consisted of all employees of sports and youth departments of Khorasan Razavi province. Due to the limited number of statistical population, the statistical sample of this study was selected as a total number (200 people) of which 57 were women and 143 were men. In this study, for factor significance testing of questionnaire questions and understanding of the structure between variables, confirmatory factor analysis and KMO calculation were used to determine the appropriateness of data and confirm the implementation of factor analysis and Smart PLS software was used for data analysis. Findings showed that organizational agility has a significant effect on organizational empowerment (factor load = 0. 38, t-value=7. 91) and psychological empowerment has a significant effect on organizational empowerment (factor load = 0. 52, t-value 10. 63). Therefore, it can be concluded that due to the significant effect of agility on organizational excellence, senior managers can align organizational agility strategy with standards of organizational excellence and capability and further facilitate this process through greater employee participation.
