On the one hand, the sport organizations are faced with a variable and threatening environment and, on the other hand, the increasing trend of sport developments in domestic and international fields have caused more expectations and requests on the part of the society. Based on this, the main purpose of research is to design the model of strategic thinking in order to improve the productivity of the ministry of sport and youth. The method was qualitative and based on Grounded Theory. The semi-structured interviews used for the data collection.The sample was chosen based on theoretical saturation (22participants) from sports administrators and university professors by using targeted method. The data was analyzed in three codifying stages were introduced in causative effective conditions (7categories), interventional conditions (7categories), grounded conditions (2categories). which facilitate or expedite the interrelation among these three, the required strategies (6categories) and consequences (3categories). In this paradigmatic model, “the path-oriented analysis”, “the visualizing mind”, “the coherent mind” and “the integrated thought” were chosen as the main reasons behind the institutionalization of the strategic thought in the ministry. It could be concluded that if exerted the strategies in order to institutionalize the strategic thinking in this organization, some consequences will arise, such as the modernization of the ministry, the creation of a Non destructive ministry and also the clarity of the path of sport development.

The purpose of this study was to investigate the role of strategic orientation and organizational innovation on entrepreneurial trend of Ministry of Sport and Youth Affairs. The present research method is correlation, which has been done with the structural equation modeling approach. The statistical population of this study was all 890 employees (569 men, 321 women) of the Ministry of Sport and Youth Affairs. Using the simple random sampling method, 490 individuals were selected as sample. Three standard questionnaires were used for data collection: strategic orientations of Morgan and Strong (2003), organizational innovation questionnaire of Nauschen et al (2011)and Morgan and Hughes entrepreneurial orientation questionnaire (2007).The structural equation modeling were used to analyze the data. The results showed that strategic orientation and organizational innovation have significant effect on entrepreneurial trend. AMOS software outputs indicated the suitability of the structural model (GFI = 0.94, TLI = 0.90, PNFI = 0.54, CFI = 0.92, and RMSEA = 0.078, respectively). Fitted the structural model). Based on the results of the research, it can be acknowledged that organizations that adopt strategic direction and organizational innovation can better discover, create, evaluate and use the opportunities of attractive entrepreneurs, which ultimately leads the Ministry of Entrepreneurship. Sports and youth and other sports organizations are able to effectively and efficiently create and renew competitive advantage. Also in sports organizations, like other organizations, it is possible to use strategic orientation processes to create higher value for managers and customers of the organization.

The present study has aimed to determine the intermediary role of the social capital in the cooperative work effect on the psychological empowerment of the Iranian Ministry of Sports and Youth. The statistical society of this study involves 831 people as the entire staff of the Ministry of Sports and Youth. Thesample group under the study includesrandomly selected 250 people using Morgan's table procedure. A standard questionnaire was used for measuring variables that its validity was confirmed by 8 physical education specialists in the field of sports management and its reliability was obtained in a preliminary study using Cronbach's alpha test more than 0.7. The partial least squares structural equation model (PLS-EM) is employed in order to analyze the variables. The relationship between the effective cooperation and the social capital seem to have a positive and direct impact on the psychological empowerment of the staff of the Ministry of Sport and Youth. Also، the research results indicate that the social capital can affect the psychological empowerment indirectly. Based on the findings، the Ministry of Sports and Youth Management is recommended to focus on each aspect of the psychological capital through staff participation in organizational decisions،the increase of social cohesion and social capital in the organization and the amount of capital in order toenhance the organization's psychological well-being as well as performance in the organization
