The aim of this study was to assess the pathology of the Iranian football planning system based on the characteristics of the governance structure. The present research is a descriptive survey research and has an applied nature. The statistical population of the study consists of all organizational human resources working in the Football Federation and Iranian football delegations, which are 865 people, which according to Morgan table, 206 people were evaluated by random cluster sampling. To identify the items related to interviewing experts and reviewing the theoretical foundations, the basic research tools were developed. The questionnaire was analyzed after determining the face and content validity by heuristic factor analysis, Pearson correlation coefficient, Fortel Locker tests and structural equations. The findings showed that the characteristics of the governance structure are: factor 1 (damage to transparency), factor 2 (damage to teamwork), factor 3 (damage to human capital and stakeholders), factor 4 (damage to the democratic process), factor 5 (Selection and selection injuries), factor 6 (professional and ethical behavior injuries), factor 7 (control index injuries), factor 8 (feedback and accountability injuries). Based on this, it can be concluded that high-level managers should be selected based on ability, job competence, quality of work, leadership capacity, honesty and work experience, and experts in the field of sports law are attracted to the federation and programs are based on legal characteristics. International is moving forward.

The purpose of this article is to identify the harms of job creation events from the point of view of trustees, executives and participants, and the new solutions and direction of events implementation have been developed. This research was conducted with qualitative approach and interview techniques and interactive management methods. The interviewees were deputy governors of provinces, secretaries and experienced experts in the field of employment generation and entrepreneurship and were selected in a purposeful way. In the interview technique, the data reached saturation with 61 people, and in the interactive management, 5 experts with experience in different fields were present. The results showed that the identified harms include the lack of vision and mission in holding these events, application of taste in approving plans and weakness in the plan integration system, lack of strict monitoring of the implementation of plans and not checking the effectiveness of plans and plans. Also, the obtained solutions include formulating the vision, goals, missions in holding events, monitoring and evaluating and paying attention to the determined indicators for judging the projects, providing a suggested database regarding the introduction of professors by the headquarters to the organizer, extracting the atlas of topics. In the redesign after determining the issues based on the local perspective and needs, the evaluation before the implementation of the issue and how to implement it, the effectiveness of the work has been taken into consideration.

The increasing development of information technology has faced the challenge of change in various dimensions of society. One of these important aspects is its public services. Governments are trying to transform their services and focus them on their citizens and business partners through the Internet. To move towards the full establishment of electronic government, countries have always faced many obstacles. The purpose of this research is to present the model of damages of the implementation of e-government in Iran based on the study of the Ministry of Sports and Youth. For this purpose, the theoretical framework of the research was developed by reviewing the literature and based on that, the conceptual model of the research was presented and the hypotheses of the research were developed. To test the hypotheses of the research, the statistical population including the managers and experts of the central headquarters of the Ministry of Sports and Youth were considered. In the form of available sampling, the questionnaires whose validity and reliability were confirmed were distributed among 131 people from the statistical sample, and due to the non-normality of the data distribution, partial least squares method and SmartPLS3 software were used for analysis. Statistics were used. Based on the significant values related to the hypotheses, all six hypotheses were confirmed. The impact of managerial barriers was 0.458, the impact of organizational barriers was 0.639, the impact of technical barriers was 0.741, the impact of economic barriers was 0.528 and the impact of human resources barriers was 0.638.

The aim of this study was to investigate the pathology of waqf and charity culture development in sport from the perspective of sports managers and charities in Golestan province. This study was mixed method. The population in the qualitative section was consist of sport and youth departments heads, heads of active sports clubs and members of the Provincial Benevolent society that selected by targeted and snowball sampling (n = 15). Data Collection tools was interviews. The statistical population in the quantitative section includes the directors and experts of provincial sports and youth departments, directors of sport counsils, heads of sport clubs and members of the benevolent council of the province (n = 274). Data analysis was done through using descriptive statistics and inferential statistics with Spss20 software. According to the results, seven effective obstlacts on lack of Waqf and Charity culture Development in sport were: social, motivational, religious, economic, structural-managerial, scientific-educational, and legal. According to the findings, the relevant authorities can provide motivational solutions and didactic classes to recognize the importance of Waqf and charity development in sports, as well as eliminate structural and managerial problems to increase the participation of donors and endowments in the province to help sports.
