The purpose of this research was to identify the factors affecting the early resignation of football referees in Iran. In terms of philosophy, the current research is interpretive type, in terms of approach, it is establishment type, in terms of strategy, it is the type of data theory based on Glazer's approach, in terms of research selection, it is qualitative research type, and in terms of time period, it is cross-sectional type, and in order to collect data, It has been used as an interview tool. The participants of this research were football referees. For sampling purposeful sampling method was used and sampling continued until the theoretical saturation limit was reached, therefore 18 interviews were conducted. In order to audit the research, the criteria of validity, transferability, reliability and verifiability were used, and in order to analyze the data, three overlapping processes of open coding, axial coding and theoretical coding were used. By adapting the text of all the interviews, in the open coding stage, after combining the initial concepts, 69 final concepts were calculated and in the central coding stage, 11 sub-categories were counted, which were classified into 3 main categories under the headings of structural factors, contextual factors and content factors. became Based on the findings of the research, it was determined that early withdrawal as a result is affected by a faulty system of governance, which is faulty in both its structure, content and context, and until these problems are resolved, judges are reluctant to stay

Due to the importance of strategic planning in the development of various categories, including sports, the need to pay attention to this important issue in our country is more and more necessary for the country's officials. Therefore, the study is to identify the indicators of the strategic control program in the Ministry of Sports and Youth of the Islamic Republic of Iran. The research method was qualitative (Grounded theory). The data collection tool was through in-depth and semi-structured interviews. After conducting 15 interviews with experts, the codes reached theoretical saturation. The data analysis was performed simultaneously using the apparent approach of Glaser (1978). By performing a three-step coding process (Open coding, Selective coding and Substantive coding), 84 non-repetitive initial codes were obtained for the strategic control program in the Ministry of Sports and Youth of the Islamic Republic of Iran, which were classified into 23 categories.
The results of the coding showed that the strategic control program in the Ministry of Sports and Youth of the Islamic Republic of Iran is based on four factors: 1) deterrent, 2) facilitator, 3) developer and 4) outcome. Therefore, when the mechanism of action of these factors is properly identified and diagnosed, we can see the growth of the strategic control program in the Ministry of Sports and Youth of the Islamic Republic of Iran.
According to the obtained results, it is suggested that they always pay attention to strategic control at all levels. One of the most important strategies for the successful implementation of comprehensive and dynamic strategic control in the organization is to internalize control or, in other words, to promote a culture of self-control among all members of the ministry.
