The research method was descriptive and practical in terms of purpose. The research data was collected in the field and in a mixed way (qualitative and quantitative). Sampling in the qualitative part was based on a specialized and targeted panel and was equal to 18 human resources experts of the Directorate of Sports and Youth and professors of sports management. The statistical population in the quantitative section, including the managers of the general sports and youth departments of the provinces, was equal to 155 people. Due to the limitation of members, the community was equal to the sample. The research tool was the questionnaire of internal and external factors and the structured self-interaction form. By using SWOT analysis, strategies were formulated and by using the ISM technique, action priorities were determined in the implementation of strategies.
The findings showed that there are 8 strengths, 7 weaknesses, 7 opportunities and 6 threats in the general administration of sports and youth, and 8 strategies were developed for the development of human resources of this organization.
