Data collection was done through deep interview with 22 male and female youths (18-29 years old) in Tehran city. Data were analyzed using theoretical coding method. <br />Findings suggest veiling category is a signifier which considers only signified regarded by political system, rather the signified is a wide ethical issue. Thus, actors utilize concept of being ethical in terms of their social context and situation by reinterpretation.
