Abstract

The aim of the present study was to design a performance improvement model for the Federation of the Blind and Visually Impaired using a combined Delphi approach and a structural interpretive model. This study was applied in terms of purpose and exploratory in terms of method. The participants included managers and experts of the Federation of the Blind and Visually Impaired, heads and secretaries of provincial boards, national and international coaches and referees, members of the sports management faculty, and experts in the field of sports policy for people with disabilities, who were selected based on the criteria of expertise and in a purposeful manner. A total of 25 experts participated in the research process. In the first stage, factors affecting the performance improvement of the federation were extracted through interviews with experts and a systematic review of the literature, and then by conducting three Delphi rounds, the final indicators agreed upon by the experts were determined. Subsequently, the confirmed factors were categorized into eight main components including governance and strategic management, specialized human resources, technical and championship development, financial resources, infrastructure and facilities, technology and service accessibility, communications and organizational brand, and institutional interactions. In the next stage, the influence relationships between the components were assessed using the structural relations questionnaire and a structural interpretive model was extracted. The results showed that governance and strategic management as a fundamental driver has the most influence on the federation's performance system and other components.
