چکیده

این تحقیق با هدف تدوین مدل جامع ارزیابی عملکرد هیات های ورزشی(مطالعه موردی: استان تهران) از دو بخش کیفی و کمی بهره برده است. بخش کیفی تحقیق از روش گراندد تئوری با رهیافت گلیزر استفاده کرده و به بررسی نظرات و تجربیات صاحب‌نظران، نخبگان و خبرگان ورزش قهرمانی پرداخته است.جامعه آماری تحقیق شامل اعضای هیأت علمی دانشگاه‌ها، رؤسای فدراسیون‌های ورزشی، مدیران وزارت ورزش و دیگر کارشناسان مرتبط بود. برای جمع‌آوری داده‌ها از روش‌های نمونه‌گیری نظری و گلوله برفی استفاده شد. نمونه‌گیری تا رسیدن به مرحله اشباع نظری ادامه یافت و نهایتاً با انجام 15 مصاحبه، داده‌های مورد نیاز گردآوری شد.در بخش کمی تحقیق،از روش‌های آماری همبستگی و معادلات ساختاری و روش ریاضی دیمتیل برای تحلیل داده‌های گردآوری شده استفاده گردید.روایی پرسشنامه با استفاده از روایی صوری تأیید شد و اعتبار آن از طریق ضریب آلفای کرونباخ مورد ارزیابی قرار گرفت.نتایج نشان‌دهنده اعتبار بالای پرسشنامه‌ها با مقادیر آلفای کرونباخ بالاتر از 7/ 0 در تمامی مقولات بود. تحلیل داده‌های نشان داد که عوامل مدیریت ورهبری ، منابع انسانی ، منابع مالی در بعد ورودی، اعزام به مسابقات ، توسعه ملی و فعالیت های استعدادیابی در بعد فرآیند ها و در نهایت توسعه رشته، موفقیت بین المللی و مدال آوری در بعد خروجی نقش مهمی در انگیزه و عملکرد ورزشکاران ایفا می‌کنندکه در واقع بیشترین تأثیر را بر طراحی نظام جامع ارزیابی عملکرد خواهد داشت. نتایج تحقیق می‌تواند به سیاست‌گذاران و مدیران ورزش در استان تهران جهت طراحی نظام ارزیابی عملکرد هیات های ورزشی در تدوین برنامه‌های توسعه ورزش قهرمانی یاری رساند.

چکیده [English]

This research aims to Development of a comprehensive model for evaluating the performance of sports Committees (case study:Tehran Province) using both qualitative and quantitative methods.The qualitative section of the study employed grounded theory to examine the opinions and experiences of experts, elites, and professionals in competitive sports. The statistical population included university faculty members, heads of sports federations, managers from the Ministry of Sports, and other relevant experts. Data collection utilized theoretical and snowball sampling methods, continuing until theoretical saturation was reached, ultimately gathering the necessary data for grounded theory analysis through 15 interviews. In the quantitative section, statistical methods such as correlation and structural equation modeling, along with the Dematel mathematical method, were used to analyze the collected data. The validity of the questionnaire was confirmed through face validity, and its reliability was assessed using Cronbach's alpha coefficient. The results indicated a high reliability of the questionnaires, with Cronbach's alpha values exceeding 0.70 across all categories. Data analysis revealed that management and leadership, human resources, and financial resources in the input dimension, participation in competitions, national development, and talent identification activities in the process dimension, and finally, discipline development, international success, and medal achievement in the output dimension play significant roles in the motivation and performance of athletes, which will have the greatest impact on designing a comprehensive performance evaluation system. The findings of this research can assist policymakers and sports managers in Tehran province in designing a performance evaluation system for sports committees in developing competitive sports programs.
