چکیده
هدف از این پژوهش شناسایی مؤلفهها و ارائه چارچوب تحلیل مفهومی آمایش سیستم و راهبری توسعه ورزش قهرمانی و حرفهای در مقیاس استانی به صورت مطالعه موردی استان گیلان بود. روش تحقیق از نوع کیفی با رویکرد تحلیل مضمون متون و دلفی مبتنی بر خبرگان انتخاب شد. استخراج مفاهیم از نمونه متون علمی (۲۱ منبع اسنادی و علمی) انجام شد و سپس چارچوب مستخرج در بخش دلفی با نظرخواهی از صاحبنظران علمی و اجرایی (۱۳ نفر) تایید گردید. نمونهگیری در بخش کیفی بر اساس رسیدن به اشباع نظری و به روش قضاوتی و در بخش دلفی بر مبنای کفایت خبرگان با روش هدفمند انجام شد. ابزار پژوهش شامل فرم استخراج مفاهیم از متون و پرسشنامه دلفی برای صاحبنظران بود. روایی و پایایی پژوهش در بخش تحلیل مضمون بر اساس میزان توافق مصححان کدگذاری (ضریب کاپا = ۰.۷۱) و در بخش دلفی بر اساس میزان توافق اعضا (۷۸%) تأیید گردید. نتایج نشان داد که بر اساس چارچوب کدگذاری، کدهای مفهومی اولیه مستخرج از کدگذاری اول در ۲ مضمون کلی، ۹ مضمون اصلی، ۳۲ مضمون فرعی و ۸۶ مضمون محوری چارچوببندی شدند. چارچوب مفهومی نهایی با تلفیق دو بخش اصلی عوامل سیستم و اکوسیستم و نظام آمایش و راهبردی توسعه ورزش قهرمانی و حرفهای مدلی ماتریسی برای تحلیل آمایش و راهبری توسعه ورزش قهرمانی و حرفهای در مقیاس استانی ارائه شد.

The aim of this study was to identify the components and present a conceptual analysis framework for system planning and strategic governance of elite and professional sport development at the provincial level, with an emphasis on Guilan Province. A qualitative research method was employed using thematic analysis of texts and an expert-based Delphi approach. Concept extraction was conducted from a sample of scientific texts (21 documentary and academic sources), and the extracted framework was subsequently validated in the Delphi phase through consultations with academic and executive experts (n=13). Sampling in the qualitative phase was based on theoretical saturation using a judgmental method, and in the Delphi phase, purposive sampling was employed based on expert adequacy. Research instruments included a concept extraction form from texts and a Delphi questionnaire for experts. Validity and reliability were confirmed in the thematic analysis section through coder agreement (Kappa coefficient = 0.71) and in the Delphi section through member agreement (78%). The results showed that, based on the coding framework, initial conceptual codes derived from open coding were organized into 2 general themes, 9 main themes, 32 sub-themes, and 86 axial themes. The final conceptual framework, integrating the two main dimensions of systemic and ecosystem factors with the planning and strategic governance system, presented a matrix model for analyzing the planning and governance of elite and professional sport development at the provincial level.
