چکیده

هدف پژوهش حاضر، طراحی مدل حکمرانی هوشمند در فرآیند واگذاری اماکن ورزشی وزارت ورزش و جوانان به‌منظور رفع ناکارآمدی‌های موجود و حرکت به سمت یک نظام کارآمد، شفاف و مشارکتی است. این تحقیق با رویکرد کیفی و با استفاده از روش نظریه‌پردازی داده‌بنیاد (گراندد تئوری) با الگوی نظام‌مند اشتراوس و کوربین انجام‌شده است. داده‌ها از طریق ۱۹ مصاحبه عمیق و نیمه‌ساختاریافته با سه گروه از خبرگان شامل اساتید دانشگاهی، مدیران دولتی و بهره‌برداران بخش خصوصی گردآوری و طی سه مرحله کدگذاری باز، محوری و انتخابی تحلیل گردید. یافته‌ها نشان داد شرایط علّیِ منجر به وضع موجود، شامل ضعف‌های قانونی، ناکارآمدی‌های مدیریتی-اجرایی، چالش‌های اقتصادی-سرمایه‌گذاری و کاستی‌های ساختاری-زیربنایی است. در پاسخ، «مدل حکمرانی هوشمند» به‌عنوان پدیده محوری ظهور یافت که بر دوپایه «گذار به حکمرانی داده محور» و «بازتعریف مدل مشارکت راهبردی» استوار است. برای تحقق این مدل، راهبردهایی در پنج حوزه کلیدی شامل اصلاحات قانونی-حقوقی، مهندسی مجدد فرآیندهای اجرایی، توسعه مدل‌های اقتصادی، ایجاد زیرساخت‌های فناورانه و توانمندسازی سرمایه انسانی تدوین شد. اجرای این راهبردها در بستر شرایط زمینه‌ای (مانند فرهنگ‌سازمانی محافظه‌کار و نگاه اجتماعی به ورزش) و تحت تأثیر شرایط مداخله‌گر (مانند اراده سیاسی مدیران و ثبات اقتصاد کلان) قرار دارد. پیاده‌سازی موفقیت‌آمیز این مدل، پیامدهای مطلوبی در سه سطح به همراه خواهد داشت: ارتقاء کارآمدی و شفافیت برای دولت، رونق و پویایی اقتصاد ورزش برای بخش خصوصی و توسعه اجتماعی و افزایش رضایتمندی برای عموم جامعه. این پژوهش یک نقشه راه یکپارچه برای تحول در نظام واگذاری و مدیریت اماکن ورزشی کشور ارائه می‌دهد.

Designing a Smart Governance Model for the Allocation of Sports Facilities in the Ministry of Sport and Youth

چکیده [English]

The purpose of the present study is to design a smart governance model for the process of allocating sports facilities within the Ministry of Sport and Youth, aiming to address existing inefficiencies and move toward an effective, transparent, and participatory system. This research employed a qualitative approach using the grounded theory method based on Strauss and Corbin’s systematic design. Data were collected through 19 in-depth, semi-structured interviews with three groups of experts: university scholars, government managers, and private sector operators. The data were analyzed through open, axial, and selective coding. The findings indicated that the causal conditions leading to the current situation include legal weaknesses, managerial–executive inefficiencies, economic–investment challenges, and structural–infrastructural deficiencies. In response to these challenges, the “smart governance model” emerged as the core phenomenon, grounded on two pillars: the transition toward data-driven governance and the redefinition of the strategic partnership model. To operationalize this model, strategies were developed across five key areas: legal and regulatory reforms, reengineering of executive processes, development of economic models, establishment of technological infrastructures, and human capital empowerment. The implementation of these strategies is shaped by contextual conditions (such as a conservative organizational culture and the social perception of sport) and influenced by intervening conditions (including political will among managers and macroeconomic stability). Successful implementation of this model is expected to generate positive outcomes at three levels: enhanced efficiency and transparency for the government, growth and dynamism in the sports economy for the private sector, and social development .
