چکیده

پژوهش حاضر با هدف ارائه الگو حکمرانی مطلوب در ساختار ورزش قهرمانی کشور انجام شده است. روش تحقیق به شیوه کیفی و مبتنی بر نظریه پردازی داده بنیاد است. در این تحقیق برای گردآوری اطلاعات از مصاحبه های نیمه ساختاریافته استفاده شد و تجزیه و تحلیل اطلاعات به روش استراس و کوربین و مدل پارادایمی انجام گرفت. جامعه آماری پژوهش شامل افراد دارای سابقه مدیریت در سطوح مدیریت کلان ورزش کشور، خبرگان و سیاست گذاران ورزش کشور، اساتید مدیریت ورزشی که در زمیته تحقیق مقاله یا تالیفاتی داشتند می باشد که نظرات 15 نفر از خبرگان تا رسیدن به حد اشباع نظری به شکل کاملاً غیراحتمالی و با بهره گیری از تکنیک های هدفمند نظری و گلوله برفی انتخاب شد. پایایی مصاحبه‌ها به روش مطالعه توافق درون موضوعی 82/0 بدست آمد. در مجموع 214 گزاره مفهومی از کد باز و 12 محور از فرایند ارتباط بین کدها و 10 کد انتخابی جهت توسعه پدیده اصلی ایجاد شد. نتایج نشان داد ده عامل ساختار پایدار و با ثبات، ساختار عادلانه، ساختار دموکراتیک، ارتباطات شبکه ای، هم‌ریختی ساختار، تدوین مسیر استراتژیک، تصمیم گیری مشارکتی ارزیابی و نظارت، دیدگاه سیستمی، ساختار حامی‌گری بر ساختار ورزش قهرمانی کشور تاثیر دارد. از اینرو پیشنهاد می‌شود تدوین اسناد ساختار حکمرانی بر اساس فرایند دموکراتیک، مشارکت کارکنان در تصمیم گیری، همسو بودن تصمیم گیری سه نهاد دولت، بخش خصوصی و مردم، مشارکت نهادهای غیر دولتی در تصمیم گیری، تقویض اختیار بر اساس تفاوت های قدرت انجام پذیرد.

چکیده [English]

The present study was conducted with the aim of providing a model of optimal governance in the structure of national championship sports. The research method is qualitative and based on data theorizing of the foundation. In this study, semi-structured interviews were used to collect information and data analysis was performed by Strauss and Corbin method and paradigm model. The statistical population of the study includes people with a history of management at the level of senior management of the country, experts and sports policy makers, professors of sports management who had articles or writings in the field of research that the opinions of 15 experts to reach theoretical saturation in full Unlikely and selected using theoretical targeted techniques and snowballs. The reliability of the interviews was 0.82 by intra-subject agreement study. A total of 214 conceptual propositions were created from open source and 12 axes from the process of communication between codes and 10 selected codes to develop the main phenomenon. The results showed ten factors of stable structure, equitable structure, democratic structure, network communication, structural homogeneity, strategic direction development, participatory decision-making, evaluation and monitoring, systemic perspective, supportive structure on the structure of national championship sports. has it. Therefore, it is proposed to document the governance structure based on the democratic process, employee participation in decision-making, coherence of decision-making of three government institutions, the private sector and the people, participation of non-governmental organizations in decision-making, delegation based on differences in power.
