چکیده

هدف این پژوهش تحلیل لایه ای علتهای فساد شبکه ای در لیگ برتر فوتبال ایران و ارائه سناریوهای آینده آن بود. این پژوهش با ترکیب روش تحلیل لایه ای علتها و سناریو به روش دیتور انجام شد که در دل روش تحلیل لایه‌ای علت‌ها روش تحلیل مضمون و تحلیل عاملی تاییدی استفاده شد. جامعه آماری پژوهش شامل افراد متخصص، اساتید مدیریت ورزشی، سیاست گذاران و مدیران سازمان های ورزشی و مسلط به این امر بود. به منظور رسیدن به نمونه پژوهش، در بخش کیفی از روش نمونه گیری گلوله برفی استفاده شد که با مصاحبه با 15 نفر از خبرگان اشباع نظری حاصل شد و در بخش کمی نیز باتوجه به نامحدود بودن حجم جامعه، از 384 نمونه استفاده شد که تنها 294 مورد آن تکمیل شد. یافته‌ها نشان داد که تمرکز بر ساختارهای مالی، وجود ناظران با قدرت اجرایی، ارگان قضایی به شیوه ای مناسب و با سازوکار شفاف و سلامت، سازوکار لازم جهت جلوگیری از رسیدگی دیرهنگام، شفاف سازی و اطلاع مردم از فرآیندها، انعکاس حقایق از طریق رسانه ها، وجود نظام یکپارچه استعداد یابی، قوانین و دستورالعمل های به روز، ارکان انضباطی و قضایی مجزا و مستقل، پرداخت مبالغ مناسب به بازیکنان، پیاده سازی شایسته سالاری، افزایش هم افزایی دستگاه ها، حمایت سیاست گذاران و آموزش های عمومی و تخصصی می تواند به کاهش فساد شبکه ای کمک کند. برهمین اساس چهار سناریو ماموریت غیرممکن، وضعیت مستاصل، پدرخوانده و ماموریت مخفی به دست آمدند که 007 سناریوی مطلوب و ماموریت مخفی سناریوی بدبینانه بود.

چکیده [English]

the purpose of this research was to analyze the causes of network corruption in Iran's premier football league and present its future scenarios. it was mixed. This research was carried out by combining the method of casual layered analysis and scenario using Dator's method, which used the method of theme analysis and confirmatory factor analysis. In order to reach the research sample, in the qualitative part, the snowball sampling method was used, which was obtained by interviewing 15 experts, and in the quantitative part, due to the unlimited size of the population, 384 samples were used, of which only 294 were used. The item is completed. The findings showed that focusing on financial structures, the presence of supervisors with executive power, a judicial body in an appropriate manner and with a transparent and healthy mechanism, the necessary mechanism to prevent late proceedings, clarifying and informing people about the processes, reflecting the facts through the media. the existence of an integrated talent search system, up-to-date rules and guidelines, separate and independent disciplinary and judicial bodies, payment of appropriate amounts to players, implementation of meritocracy, increasing the synergy of institutions, support of policymakers and general and specialized training can Help reduce network corruption. Based on this four scenarios were obtained: Mission Impossible, Desperate Situation, Godfather, and Secret Mission, of which 007 was the favorable scenario and Secret Mission was the pessimistic scenario.
