Data were collected through semi-structured interviews with 15 sports management experts, coaching education specialists, coaching instructors, and experts in the field of professional development of coaches. To validate the data, the method of review by participants and confirmation by scientific experts was used and the reliability of the data was confirmed by the process audit method with an agreement coefficient of 81%. The data were analyzed using the continuous comparison method and in three stages of open, axial, and selective coding, which resulted in the extraction of 14 main categories, 42 subcategories and 170 primary concepts. The results showed that the development of effective skills training for sports coaches in the country is influenced by six main dimensions of the paradigm model: Causal conditions (including educational weakness and Coaches' needs), contextual factors (including organizational context and sports context), intervening conditions (including institutional constraints and professional tension), core phenomenon (coach empowerment and coaching activism. strategies (including skill system building, competency-based governance and development networking)and consequences (including functional maturity, sports value creation, and the health of the education system). It can be concluded that teaching effective skills to sports coaches is a multidimensional and systematic process, that achieving it requires modifying educational content, developing professional and communication skills of coaches, creating skill-based systems, empowering instructors, strengthening the link between science and practice and creating professional monitoring mechanisms.
