Abstract
The aim of this study was to design an Organizational Ambidexterity model in the Ministry of Sports and Youth of the Islamic Republic of Iran. This research was conducted by qualitative and quantitative mixed method. The statistical population in the qualitative section included all sports management experts in universities and the Sports and Youth Organization, and in the quantitative section included all employees of the Ministry of Sports and Youth in the number of 901 people in 2020, in the qualitative section 15 people by sample method. Targeted sampling and in a quantitative part, 269 people were selected by stratified random sampling and entered the study. A semi-structured interview and a researcher-made questionnaire consisting of 14 categories and 42 items in a five-point Likert scale were used to collect the required data. Data were analyzed using Delphi technique and based on open and secondary coding through SPSS and PLS3 software. The results showed that the two-power organization in the Ministry of Sports included two dimensions of exploratory innovation and exploitative innovation. The results also showed that organizational ambiguity included 14 categories. On the other hand, the results showed that the model designed for organizational ambiguity in the Ministry of Sports and Youth had good fit. Based on the results of the research it can be said that the model developed based on the opinions of experts and knowledgeable people can have positive effects on the organizational duality of the Ministry of Sports and Youth of the Islamic Republic of Iran
