Abstract
This research aims to Development of a comprehensive model for evaluating the performance of sports Committees (case study:Tehran Province) using both qualitative and quantitative methods.The qualitative section of the study employed grounded theory to examine the opinions and experiences of experts, elites, and professionals in competitive sports. The statistical population included university faculty members, heads of sports federations, managers from the Ministry of Sports, and other relevant experts. Data collection utilized theoretical and snowball sampling methods, continuing until theoretical saturation was reached, ultimately gathering the necessary data for grounded theory analysis through 15 interviews. In the quantitative section, statistical methods such as correlation and structural equation modeling, along with the Dematel mathematical method, were used to analyze the collected data. The validity of the questionnaire was confirmed through face validity, and its reliability was assessed using Cronbach's alpha coefficient. The results indicated a high reliability of the questionnaires, with Cronbach's alpha values exceeding 0.70 across all categories. Data analysis revealed that management and leadership, human resources, and financial resources in the input dimension, participation in competitions, national development, and talent identification activities in the process dimension, and finally, discipline development, international success, and medal achievement in the output dimension play significant roles in the motivation and performance of athletes, which will have the greatest impact on designing a comprehensive performance evaluation system. The findings of this research can assist policymakers and sports managers in Tehran province in designing a performance evaluation system for sports committees in developing competitive sports programs.
